Villas and streets built in an illegal setting in Torre delle Stelle have been identified after the investigations initiated with the request for civic access, environmental information and the adoption of appropriate measures forwarded on 21 September by the ecological association Gruppo d'Intervento Giuridico .

In a construction site, equipped with access roads, a seasonal structure is being rapidly built in the middle of the Mediterranean scrub on the coast of Torre delle Stelle, in the part that falls within the Municipality of Sinnai.

The ecological request had involved the Ministry of Culture, the Region, the Municipality of Sinnai, the Superintendence for Archeology, Fine Arts and Landscape of Cagliari, the Forestry and Environmental Supervision Corps, and the Public Prosecutor's Office of Cagliari had been informed.

The Municipality of Sinnai - Private Building Service has, in fact, communicated the outcome of the checks carried out on the site, after a joint inspection on 11 October with the Municipal Police and the Forestry and Environmental Surveillance Corps. By ascertaining that “the buildings indicated… as well as the access gate to the lot, had already been removed. However, it was possible to note that the small road built was different from the qualification issued. In fact, the approved project provided for an intervention that did not involve a modification of the soil such as to compromise the structure of the soil, the stability, the ecosystem functionality or the landscape usability that had to be compliant and compatible with the requirements indicated in Article 26 of the Landscape Plan Regional for semi-natural areas. During the inspection it was also noted the extension of the little road, in total deviation from the title issued, which continued for a length of about 50 meters and a width varying between about 3 and 4 meters. The route of the latter was created by means of a significant excavation with mechanical means. In the most upstream part of the route there were two areas made flat by means of excavation works carried out with mechanical means ". And again: “In the first area of about 300 square meters the buildings were certainly positioned as they were visible from the aerial photos viewed. There are also rubble of an artifact made of stones and concrete recently partially demolished. The same were covered with earth presumably coming from the excavation works of the area. Slightly below the area described above is the second area of about 200 square meters, also subjected to excavation work, in which there is a metal container ... approximately 2x2.5 meters in size ”.

Consequently, "the interventions carried out are in deviation from the Single Provision number 27 of 27/03/2019, permanent transformation of the state of the places can be configured through an earthmoving with mechanical means aimed at uses other than agricultural ones , are subject to permission to build, moreover, these works, carried out in a landscape restricted area, required landscape authorization. This Service has already prepared a specific inspection report, which was sent to the Local Police Command for the duties of competence aimed at issuing the due communication of crime news and transmitting it to the bodies in charge of the Public Prosecutor's Office of Cagliari which carries out investigations within its competence ".

For the Legal Intervention Group, “unfortunately, a story of unauthorized building clearly emerges , thanks to those environmental controls that are fundamental for the correct management of the territory. The area in question is protected with a landscape constraint and falls within the coastal strip of the regional landscape plan ". Now he is confident - it is written in a note - "in measures without delay aimed at the demolition of the residual illegal works and the effective environmental restoration".
