In the latest notice published by the Olbia Harbor Master's Office, the Autonomous Region of Sardinia, one of the five with a Special Statute, is never even mentioned. The constitutional rank of the Sardinian autonomy institute is not at home in the state peripheral office of the Ministry of Infrastructure. Ignored, as if by now a colonial "regime" was applied to this island, capable of razing every rule to the ground, including the founding principle of the Constitutional Charter which imposes loyal collaboration between the State and the Region as a dogma. In the transmission of the documents relating to the occupation of one billion and seven hundred million square meters of the sea in front of the Costa Smeralda, to understand 170 thousand football fields, the offices of Viale Trento, the constitutional seat of the Sardinian Region, do not even appear by mistake. For the Ministry of Enrico Giovannini, in accordance with that of Roberto Cingolani, with the super vision of Mario Draghi, the secession has already occurred, on the contrary.

Region ignored

Of Sardinia, the government intends to do with it what it wants, without even communicating it to it. “Compamare Olbia” sent the announcement of the occupation at sea presented by the “Zefiro Vento” even to the “Porto Rotondo Beach Delegation”, but was careful not to transmit it to the Sardinian Region. The transition is not a diplomatic "accident". And it goes far beyond the Porto Rotondo beach office. What is taking place is a real showdown. In this case of wind power, not only an environmental, landscape and economic energy game is being played, but the very existence and resistance of the Autonomous Institute, or that Region with a Special Statute systematically ignored, trampled on and offended on a formal level, is at stake. and worse on the substantial one. Cingolani, the physicist who became Minister by grace of Draghi & Grillo, is certainly not a gentleman of the institutions. A year ago, when he was about to write the Energy decree for the "colonization" of Sardinia, he had disclosed a draft in which he even went so far as to write the number of blades he would have liked to drive into the land and into the sea on the Nuraghi Island. His vision was not that of a regional community to be respected, of a territory rich in history, landscape and breathtaking nature to be valued.

Sardinia to be exploited

The idea was, and has remained, that of Sardinia to be used as an energy "colony" where to place thousands of wind turbines, not caring about the island and the Sardinians, to "feed" the electricity supply of the Continent, using the sea and the land of the Sardinians to reach, without too many sacrifices, those European parameters in terms of renewable energy. The decree "Sardinia energy colony" is not only in force but, even before a desirable challenge by the Region, is unfolding with the most harmful effects: it does not pursue a minimum energy rebalancing, but imposes further discrimination on the within the same regional territory.

Pale for 10 million inhabitants

In less than six months in Sardinia, 12 offshore wind energy projects have been deposited in the Port Authorities of Cagliari and Olbia, i.e. at sea, a stone's throw from the exclusive coasts of the Island of the sun, tourism, boating, sailing, a breathtaking environment. An eloquent figure would be enough to understand that the Draghi government is pursuing a very specific plan, the one that Cingolani had inadvertently written in the draft of the Energy decree. The boyars of the Ministry explained to him that it was not necessary to declare how many wind turbines they wanted to place in Sardinia, but that it was enough to give the green light to the construction of an electrical connection cable, the Tyrrhenian Link, to remove the island's energy autonomy and at the same time transfer all the surplus of "renewable energies" to Sicily and Campania. No sooner said than done. Those twelve projects presented, according to the data contained in the documents in our possession, would be able to provide, with the beauty of 659 blades, at least 300 meters high each, an energy power of 9,885 megawatts, in practice as much as it would serve to power 10 million people. Therefore, Sardinia, with one million and 650 thousand inhabitants, would be used, with the environmental and landscape devastation, only and exclusively as a "wind colony" to power the electricity grids of the rest of Italy. The Sardinians would continue to be discriminated against, they would not have hydrogen, which is being planned in Sicily and Puglia, and they would continue to pay a high price for energy precisely because of those system charges that are much more expensive in Sardinia than elsewhere. . Therefore, the "vulnus" is upstream. There are at least three issues that represent the last resort to try to undermine this assault planned by the Draghi government: the lack of loyal collaboration with the State in the definition of the "Energy Sardinia" Decree, the clear violation of the "concurrent" competence between the State and the Region in the matter of " Energy " and, finally, the " Landscape Protection ", including the " overview ", which is the exclusive competence of the Region.

Obligation of the strong Entente

First of all, loyal cooperation. The Constitutional Court invoked it as a " conditio sine qua non " even in the last sentence unfavorable to the Region regarding the Housing Plan. The Court of Laws affirmed that where there is a concurrent matter, the State and the Region must "co-plan" , that is, they must sign a strong and binding agreement for both parties. In the case of the Energy decree, adopted exclusively for Sardinia, the State not only found no agreement, but totally ignored the Region. The second element on which to reject the wind attack is the energy part of the decree. Sardinia is systematically discriminated against. In that act of the Government, the Island will not have the right to a national unit price of gas, it will not have an equitable energy distribution throughout the region, it will be used as a "colony of renewables" when one of the key European principles is precisely that of "proximity", the wind and the sun are consumed where they are transformed into energy.

Dominus Landscape

Finally, the theme of the "Landscape". Up to now, attention has always been focused on a view from the sea to the mainland. Today the observation point, for the first time, is reversed. The "overview" in an island region has, in fact, another observation point, the one from the mainland to the sea. A legal issue to be explored, but to be put on the field immediately to defend Sardinia from the onslaught of speculators. Moreover, a few months ago the Council of State confirmed the theme, which stated: "The Autonomous Region of Sardinia, on the basis of its Statute, has primary legislative competence in regulating the landscape-environmental aspects of its territory. differentiating itself from the Regions to which this competence is not attributed, being able, therefore, the aforementioned Region to identify, with greater autonomy than the ordinary Regions, the areas not suitable for the installation of wind farms considering that the timely application of the state guidelines, towards of the Autonomous Region of Sardinia, meets the limit of competence inherent to the profiles of landscape protection ».

Mattarella docet

To put the seal of the Law of the laws against the assault of these Lords of the wind is none other than a Constitutional judge who later became Head of State. In 2014, in fact, Sergio Mattarella, then Judge of the highest Court, had explicitly put pen to paper an essential concept: "To avoid that a massive installation of (wind) plants can nullify the other values involved, all relating to protection, especially landscape, of the territory". For now, the Region has taken time. On June 30, however, the deadlines for opposition to the Gallura-Baronia wind farm plan expire, at the end of July the sixty days to challenge the Energy decree expire. The choice is between defending the "Special Region", or resigning oneself to becoming a miserable "energy colony" of the state, at the service of the energy lobbies, very often even foreign ones.
