Suitable areas, new slap in the face of Sardinia

A "slap" to Sardinia, an unprecedented abuse of Sardinian autonomy. The new text of the Implementation Decree of the "Suitable Areas" drawn up by the Government not only aggravates the wind and photovoltaic invasion plan of the Island, but sets limits that aim to erase the "Government of the Territory" by the Region forever.
Hostile act
The proposed measure, arriving on the table of the Unified Conference, is an act not only hostile towards Sardinia, but in many ways it seems written to attack the island if you look, for example, at the provisions envisaged for the archaeological protection of civilization nuragic. The government text, almost eight hundred days late, will now be examined by the Unified Conference in which the Regions are expected to express the Agreement.
Succumb to the invasion
It is all too clear that, if the Sardinian Region gives the green light to that measure, for Sardinia it will mean succumbing to the invasion of lobbies and fixers of the sun and the wind, without the slightest possibility of reaction, given that in that Decree there are provisions provisions that clearly violate the power of the Sardinian Region in territorial planning. Sardinia must receive the first significant "slap" in the allocation table of megawatts of renewables to be produced by 2030.
The deception of numbers
The numbers assigned to the Island were already exorbitant and far-fetched in the first draft of the Decree, now they have even been increased from 6,023 megawatts to 6,246 in the new draft. The Sardinian Region, which headed the competent Commission of the Conference of Regions, not only failed to impose a distribution proportional to consumption needs, but even suffered an increase in production power.
Gift to the "Specials"
Coincidentally, those who "gain" from this increase "reserved" for Sardinia and other Regions are the Autonomous Provinces of Trento and Bolzano and the Valle d'Aosta Region, the same one that is building wind farms on Sardinian land through its own regional companies. The assignment of 6,246 megawatts to Sardinia contrasts with all the inspiring principles of the same community directives, both with regard to the principle of "proximity", production where it is consumed, but also with respect to the proportionality parameter linked to consumption. It is simply inexplicable that Sardinia should produce almost as much renewable energy as Lombardy, with the substantial difference that more than ten million inhabitants live in that region while in our country just one million and 650 thousand.
Autonomy trampled upon
Accepting this distribution means not only succumbing to "state" calculations aimed at affecting Sardinia, but also causing a serious damage to the regional autonomy which would be crushed by a clear imposition from Rome. An allocation which if not respected - it is written in the provision - would even lead to the "commissioning" of the Region. It is madness to even think of being able to accept this "harassment" with the consequent risk of seeing an Autonomous Region governed by the State. In this new draft, of which there is still no certain "authority" on the proposed changes, there are quite a few "vulnus", including constitutional ones, which seriously damage regional autonomy starting from the definition of "principles and criteria" expressed in meters and kilometers. In fact, it is of an unprecedented gravity to think of imposing binding principles and criteria in terms of distances and surfaces on a Region, a Special one at that.
Nuragic scar
This is in all respects an unacceptable invasion of the field. An even more serious fact for Sardinia given, for example, the law on archaeological heritage. The archaeo-nuragic heritage of the island has a unique characteristic of its kind: it is widespread throughout the regional territory and is located in the rural panorama. An example will suffice: the comparison of the Nuragic Palace of Barumini with the Colosseum. The first has 3,500 years of history, the second "just" 2,000. The site of Barumini, or any other nuraghe, according to the provisions of this new Decree, can be surrounded, beyond the 500 meter boundary, by photovoltaic panels and, beyond three kilometres, by wind turbines. The Colosseum, precisely because of its location within an urban perimeter, will be safeguarded from the "madness" of the Decree on "suitable areas".

It is all too clear that the Nuragic Civilisation, although much older than the Roman one, risks being overwhelmed by provisions functional to devastating the essential characteristics of the history of the Island, rules already harshly opposed by the National Special Superintendency of the Pnrr itself which has openly spoken of the risk of transforming the "Sardinian landscape" into an "industrial landscape". In all of this, Sardinia, due to these "transitional" rules, close to becoming definitive, has already paid the price of the photovoltaic system right around the "Palace" of Barumini.
Save the submitted projects
Added to this is a provision destined to make the island succumb. The Government, in fact, reiterates the provision which states that all projects already presented must be examined with the previous regulations. This means that, if this "South American" rule were to pass, the projects presented in Sardinia, for over 57,000 megawatts, sufficient power for over 50 million inhabitants, would be evaluated without any type of limit or constraint, making Sardinia a single expanse of Chinese panels and copious forests of wind turbines.
Sardinia knockout
This too is a rule that seems to be designed to affect the island, given that the projects presented in the other regions, excluding Puglia and Sicily, are decidedly negligible. One thing is certain: if the Sardinian Region does not oppose this Decree, including appealing to the Constitutional Court, it will become to all intents and purposes a political and institutional "accomplice" of this "ambush" on Sardinia. In addition to the "constitutional" opposition to this possible Decree, the Region must intervene with an urgent "urban planning regulation", based on the primary competence sanctioned by the Special Statute, capable of blocking in no uncertain terms this descent into Nuraghi land of fixers, lobbies and speculators of all kinds.
Showdown
The time for the "showdown" on the wind and photovoltaic assault on the island is now approaching. The crossroads has been drawn: being complicit in the most sinister and unscrupulous energy speculation or deciding to be concrete, effective and rapid defenders of the Landscape, of the ancient Nuragic Civilization and of the Autonomy of Sardinia.
