The most substantial contracts of the PNRR did not end up with Sardinian companies, but with national or foreign ones. This is what the latest report by Cna Sardegna attests, which analyses the tenders above one million awarded between 2017 and 2024 in the regional territory. In the period between 2020 and 2024, 63% of the tenders with an amount above 1 million were awarded to companies from the rest of Italy or internationally. On the spending front, the imbalance in favour of companies coming from the continent or even from outside Italy is even more significant: 78% between 2017 and 2020 and 83% in the following four years.

The average amount of tenders awarded to Sardinian companies, with reference only to works with an amount greater than one million, is equal to 4.5 million, compared to the more than 12 that on average concern contracts awarded to companies from other regions . In the works awarded in Sardinia, on average smaller, companies have practiced an average reduction of just over 20%, compared to a percentage that slightly exceeds 18% among companies from other regions.

Companies from Lazio obtained 23% of the awards in favor of non-Sardinian companies; followed by companies from Campania and Sicily with 12.5%, while companies from Lombardy are placed below 10%. The latter lead the economic ranking, being awarded over 20% of the overall value of tender notices for an amount greater than one million awarded, between 2017 and 2024, to companies outside the region . They are followed by companies from Lazio with just under 16% and those located in Emilia-Romagna, with less than 10% of the overall value.

"It is urgent," comment Francesco Porcu and Antonello Mascia, respectively regional secretary of Cna Sardegna and president of Cna Costruzioni, "an industrial policy for the sector that orients the supply model towards more structured forms that support and favor the island's productive fabric , through the institution and use of tools that incentivize aggregations, reward training, innovation, consolidation and qualification processes of entrepreneurial entities."
