No agreement between the majority and the opposition, in the Municipality of Cagliari , on the urban police regulation. An act that the junta approved a year ago now (it was presented on December 30, 2021) which is struggling to become effective. The commissions are working on the text and today the one dealing with the Statute analyzed it.

Critical issues emerged during the debate, also raised by the municipal secretary and already scrutinized by the centre-left.

One above all concerns the definition of the red zones, i.e. "sensitive" areas in which those who violate the regulation can be removed with an urban Daspo and therefore cannot return to that part of the city. Among the "red" areas are the downtown districts, squares, areas with schools, museums and monuments, the Poetto waterfront.

The provision identifies them in a timely manner, but the possibility of modification by the Giunta is envisaged, which could widen them or define new ones. According to what has emerged, this would be irregular: to change the regulation, it has been established, a new passage to the city council is necessary or, alternatively, the mayor must intervene with a contingent and urgent ordinance.

Furthermore, perplexities have emerged on the ostentation of the impairments by those who ask for alms: the regulation says that it is forbidden. "But one either has the impairment, and then he's not committing a crime, or he doesn't have it, and then he's criminally liable," explains the municipal councilor of Possibile, Giulia Andreozzi, who is also a lawyer. His is a hypercritical position with respect to the regulation: «It contains a long series of prohibitions and impositions already foreseen by the rules. And it will not solve the situations defined as critical". Like those of the malamovida in some downtown districts: «The mayor», Andreozzi argues, «should demand an intervention by the forces of order, and not by his local police, where crimes are committed, and intervene through other instruments, such as social policies, if children are involved. Instead», accuses the exponent of the opposition, «they bring this regulation which according to them will guarantee security. Instead it will also be difficult to apply ».

The council's work continues. In the Statute commission, the majority approved the text and any changes, also recommended by the general secretary, will eventually be approved in the assembly. When? The act has not yet been scheduled, but the majority are in a hurry to close the game.

Among other forecasts: Urban daspo for vandals, rude people, slanderers, for those who contribute to malamovida, illegal parking attendants and beggars considered harassing, but also for those who consume alcohol in streets and squares where it will be prohibited. In the red areas it will be impossible to consume alcohol to take away throughout the day.

"And this is a senseless provision that would kill, to give just an example, those who sell take-away pizzas: if one cannot drink a beer at 6 pm it is obvious that one only goes where one can sit to do so", attacks Matteo Massa, who chairs the Statute Commission. «This regulation», he continues, «is an extreme attempt to bring peace, so to speak, by desertifying some areas of the city. And it is certainly not a good administrative action. In addition», underlines the exponent of the Progressives, «the poorest are hit, driving them away from the centre. But I point out one thing: the chronicles tell more often of abused homeless people than of ordinary citizens attacked by homeless people».
