"The situation of prison health care in Sardinia continues to raise serious concerns." The Luca Coscioni association does not hide its doubts, and in its report on the respect of the right to health in Sardinian prisons it speaks of a fragmented picture, where it is difficult to understand whether the hygienic-sanitary conditions inside penitentiary institutions really respect the minimum standards.
More than half of Sardinian health authorities responded to a formal request for clarification, but "the documentation received was in many cases partial and not very detailed ," the report states. According to the association, in Sassari, ASL 1 sent only a brief description of the facility and the health service , without including any report on the inspections carried out. "Even if there is talk of compliance with standards, there is a lack of concrete elements to confirm it," the report states.
A similar situation was found in Oristano, where "the ASL 5 has provided only an annual report from the doctor in charge". The document highlights the lack of medical staff as the main problem, addressed by hiring freelancers, a "stopgap solution already seen in other Italian institutions". In Nuoro, the ASL 3 has sent a report describing the health services and including some useful information, such as water analysis and protocols to prevent suicides. "However - the report notes - here too there is no indication of the inspections carried out, which are essential for a timely verification of the real conditions".
In the Arbus prison, under the jurisdiction of the ASL 6 of Medio Campidano, although hygiene standards are being respected, "significant deficiencies in the organization and medical equipment are being reported, which compromise the proper functioning of the service". A picture that - as the association writes, becomes "more worrying" in the case of the ASL 2 of Gallura, the ASL 4 of Ogliastra and the ASL 8 of Cagliari which did not respond, leaving "a significant part of the Sardinian penitentiary system completely outside of monitoring ".
