A woman left two dogs exposed to the elements; one of them, tethered with a very short chain, died after two days of suffering under the scorching sun."

Municipal police officers and OIPA intervened, managing to save only one of the two dogs at the last minute. "What happened," the deputy commented, "is inhumanely cruel. The poor animal had tried every means to free himself, even injuring himself, but unfortunately he was unable to, meeting a truly undignified end.
