"The fact does not exist" . With this formula, the single judge of the Nuoro court, Luisa Rosetti, acquitted all 13 defendants accused in various ways of forgery in public deed, fraud and auction disruption to the detriment of the Municipality of Burgos , including the former mayor by Salvatore Arras , administrators of other municipalities in the Sassari area, employees and auditors.

The acquittal had been requested by the prosecutor Riccardo Belfiori , as the wiretapping - which gave rise to the investigation of what was called the "Small Syndicate" - came from another investigation and were deemed inadmissible in this proceeding.

In addition to the former mayor of Arras, Maria Antonietta Salis, head of financial services of the Municipality of Burgos, Maria Giovanna Carroni, accountant and auditor, Angelo Crabolu, former deputy mayor of Nule, Luigi Deffenu, Giuseppe Tilocca, Francesco Salis, Francesco were acquitted. Farris, Carlo Saba, Leonardo Nughedu, Angelo Lodde, Maria Giovanna Nughedu, Bachisio Molotzu.

The thirteen defendants were accused of having set up, between 2013 and 2014, a system of piloted procurement that ranged from the awarding of assignments to the disruption of public auctions.

All the lawyers who defended the defendants, Lorenzo Soro, Gianluigi Mastio, Ivano Iai, Giuseppe Malandrino, Giovanni Colli, Francesco Mossa and Antonio Falchi, support the non-usability of the interceptions.

According to the defenses, in fact, the accusatory castle was built from the interceptions that emerged in 2013, from the investigations relating to the arson attacks suffered by the commander and the deputy commander of the Burgos carabinieri station. The prosecution believed that the figure of the then mayor Arras was central, who in December 2018, after being re-elected, had also suffered an arson attack on his car with threatening writings appeared on the wall of the house.
