The Administrative Court of Sardinia has annulled the order issued by the Municipality of Olbia, which prohibited the feeding of any food to stray dogs within the Gallura consortium's production district (CIPNES). The order was issued by Olbia's mayor, Settimo Nizzi.

The appeal was filed by the Association “Rispetto per Tutti Gli Animali Aps” , represented and defended by the lawyer Giulio Muceli.

Nizzi justified his decision as follows: "Over time, a significant and widespread presence of stray dogs, likely strays, has become established, posing a concrete systemic risk to the safety of internal and external road traffic and to the physical safety of workers, operators, and users of the area. This poses a significant risk to the normal use of infrastructure and common areas, jeopardizing the decorum and functionality of the entire industrial complex."

The Regional Administrative Court (TAR) ruled that it is unlawful to ban "the provision of food to dogs" and that the problem of stray dogs must be addressed with different, coherent measures. The judges also cited other rulings that established several points: "The provision of food to stray dogs or other wandering pets must be considered entirely lawful, provided that the food is deposited in appropriate containers and that these containers are subsequently removed by the citizens who provided the food. This subsequent compliance constitutes a specific obligation on their part, in accordance with common civic duty. Violation of this duty is already prosecutable, constituting the offence of littering on public land."
