The “tsunami” is around the corner. The Government, the one in Rome, has deployed the last lethal weapon: the Decree for accelerations for shovels and panels in Sardinian earth. The list is the last warning before the authorization “avalanche”. There are hundreds of projects at stake that since last October eighteenth, the date of the launch of the last “act of war” towards Sardinia, have been in the fast lane ready to be approved at full speed by a multitude of commissions and energy militiamen enlisted for the final attack. Never before has the Island of the Nuraghi been under attack. The latest invention of the Roman Palaces has been pompously called “urgent provisions for the environmental protection of the country”.

Protection for lobbies

In reality, more than "protection", it is a lethal blow for "Landscape", "Cultural and Archaeological Heritage", relegated with impunity to a marginal role, despite the constitutional values that they have always embodied. The only protection that emerges, once again, is that reserved for lobbies and fixers, ready to plunder without scruples the "identity landscape" of Sardinia. The Decree, already published in the Official Journal with number 153, is not only in force, but has already triggered the "hopper" of times, ready to pulverize expectations and procedures, capable of bypassing, with the pretext of "mega-plants", all protocols with the undisguised objective of "maximizing" the result.

Clear road

It is precisely the content of that provision, adopted as yet another State coercion, that paves the way for those who have chosen to devastate Sardinia with cyclopean projects, endless expanses of suffocating "solar grids" and equally invasive wind turbines to be placed between ridges and hills, in front of the monuments of the great Nuragic civilization. A hostile act that not only appears as yet another attempt to "sponsor" and "favor" lobbies and wind and sun fixers, but aims to "put" in the "bag" a quantity of energy capable of satisfying the demands of Draghi and company's energy plans.

Pressing

The ones pushing the operation, with "driven" hearings by the parties in the House and Senate committees and with massive extra-parliamentary pressure, are the very leaders of the lobbies, the same ones who have been raring to go for too long in front of the binge of billion-dollar incentives that await them. The game of the lords of wind and sun is being played on three fronts: judicial, legislative and the application of previous regulations. On the judicial side there are a myriad of appeals by energy companies that aim to put the Ministry of the Environment in default, succeeding, accusing it of delays in examining the projects and on the other invoking, through the Courts, the condemnation of the ministerial silence.

Agreed move

It is “almost” a concerted move to unblock, under legal threat, most of the projects that since 2021, after the Draghi Decree, have been lying unanswered at the Ministry dedicated to energy speculation. The other playing field, however, is the legislative one: the underlying objective of certain politicians and the most sophisticated energy lobbies is “deregulation”, or poorly made and undefined rules, such as to leave the field free to the “Draghi Decree” which “invented” the most acrobatic definition of “suitable areas”: the “unsuitable” ones are still “suitable”, albeit with more complex procedures. This is in all respects the highest exercise of regulatory ambiguity ever put into play in a State that defines itself, sometimes arbitrarily, as being under the rule of law. In this direction, every “regional” law, starting with the one under discussion in the Regional Council, which will follow the “acrobatic concepts of Draghi’s thought”, will leave the field open to the avalanche of projects that looms over Sardinia.

Final blow

Finally, the Fratin-Meloni Decree, just published in the Gazzetta “repubblicana”, has dealt the final blow: the application of those provisions does not leave much room for manoeuvre. The heart of the Government measure imposes a procedural acceleration lane for all wind projects that foresee a power equal to or greater than 75 megawatts and 50 for photovoltaic projects. In short, the aim is to hurry up with the most impressive insults: the fewer projects to examine, the greater the result in terms of “ budget ” to be reached for agreements with Europe and the linked lobbies. According to the new rule, as mentioned already in force, there are more than one hundred projects located in Sardinia that greatly exceed those thresholds.

Energy for 10 million

The result of the first list, which we publish in full on the left page, is simply devastating: the sum of all the projects that will have a fast track for approval reaches the figure of 9,251 megawatts, practically enough electricity for almost ten million inhabitants, despite the one million six hundred thousand Sardinians. An exorbitant figure, even if it is a list "limited" only to the projects that will benefit from this fast track. A ranking that will follow the chronological order of presentation of the projects, but that will obviously overtake all those with smaller "sizes". From the map of the "sprint projects" real concentric attacks on certain areas of the Island emerge starting from the data of the municipality of Sassari, the second Sardinian city.

Blacklist

In the “ black list ” of “accelerated” speculation, for the capital of the north of the island, projects for a total of 2,235 megawatts can be counted. To be more precise: 2,157 megawatts to be installed only of photovoltaic, or 6,471 hectares to be occupied by solar grids, in practice the space that 9,500 football fields would occupy. Under attack are the most productive agricultural areas of the Sassari countryside, starting with the thousand hectares optioned by the “Chinese Communist Party” which, in the agricultural lands of Nurra, has deployed its most important energy company to build the largest photovoltaic plant in Europe.

Under attack

If Sassari takes the lion's share, the palmarès of the most attacked territory is conquered by Esterzili, just 560 inhabitants, but 820 megawatts of wind and hydroelectric projects, 420 megawatts of wind turbines and 400 from a pumping and turbine plant proposed by the French company Edison already under consideration by the Presidency of the Council of Ministers for approval. The list includes 465 megawatts respectively for Guspini and Uta, already devastated by thousands of hectares settled on the slopes of Mount Arcosu. Finally, in the "sprint" map there is the great outrage to the Nuragic palace of Barumini. The Luminu project, 17 turbines in front of the most imposing monument of the Nuragic Civilization, "enjoys" both the fast track of the latest Decree and that of Palazzo Chigi. After the black list , today more than ever, the Island of the Nuraghi is under attack.
