Not just repression, but also listening and support. The Cagliari City Council, at the suggestion of Social Policy Councilor Anna Puddu, has approved an experimental, multidisciplinary, integrated intervention plan for the historic center. The goal is to foster social cohesion, urban safety, and decorum. The focus will be on Piazza del Carmine.

The first step is the establishment of a mobile community unit, the result of a process agreed upon at the interinstitutional meeting of social and health services and the third sector, involving municipal social services, the local police, the Department of Mental Health and Addictions, the Red Cross, the Public Protection Office, and the Department of Prevention and Health Promotion.

A multidisciplinary unit will be present in the area, operating through mobile units (local police and social emergency response) that will provide first aid and immediate support to minors, adults, people with disabilities, the elderly, and families experiencing serious social and health emergencies.

The current situation, from the Municipality's perspective, requires moving beyond the emergency approach in favor of a multidisciplinary model capable of combining social policies, mental health care, urban safety, and the legal protection of vulnerable individuals, with interventions whose effectiveness must be achieved through the imperative of collaboration between agencies.

To this end, the 24-hour Social Emergency Response Unit managed by the Red Cross will provide an initial assessment of needs and take the necessary steps to temporarily secure people in dedicated facilities, in collaboration with the Adult Disability Sector and the Public Protection Office, which will provide legal advice and potentially prepare applications to protect the rights of vulnerable individuals.

The Department of Mental Health and Addictions is available upon request for screening, while the Department of Prevention and Health Promotion, staffed by medical personnel, will provide guidance and healthcare support through local Pnes clinics.

In the designated area, the Local Police will collaborate with health and social care workers and the third sector to ensure the safety of the facility and the decorum of the area, facilitating people's access to mobile services.

Awareness-raising and training initiatives are also planned with trade associations and businesses regarding the operation of the facility and, crucially, the activation of reporting procedures for serious adult marginalization.
