As if they were masters of Sardinia and its sea. Masters of the wind and the energy it can generate. As fearless as the worst colonizers who occupy endless lands and expanses of coast without even asking for permission. Wind lords who do not knock, but break the doors of the Port Authorities, from north to south of the island with blows of offshore wind turbines, stamping the protocol of the Municipalities as if they had to send a mere greeting card to "their" promised sea .

The red ship

We wrote it six months ago, when we published the satellite route of the "red ship", the Kobi Ruegg, flag of the Bahamas tax haven. The ship of the lords of the sea wind. Traces as suspicious as they are explicit. A "steamer" dedicated to following the wind routes in the heart of the Costa Smeralda. An insolent zig zag, right next to the “Isola Bianca” port of Olbia. That revelation of the time had materialized a few weeks later with the announcement of the strangers of the wind ready to attack the sea of Gallura. Since then they have not spared themselves with proclamations from other times. The mantra of those who had already decided everything was marked by an agitated willingness to talk to everyone, to explain astounding benefits, plenty of employment for the unemployed and businesses, economic development, rich rewards and cotillions.

The Tsarina of the Wind

They argued that they had to listen and then present shared projects. Few believed in it, those interested in some direct return and a few others. And they were right not to believe it. A kind young lady, a Russian engineer, has been wandering around Sardinia for some time with the elegant manner of someone who gets annoyed if someone turns up their noses at that little lesson learned by heart about the fallout from a thousand and one nights in Sardinia. The Tsarina of the Wind, however, is not just any one: she is the spokesperson for Falck Renewables, the company passed into the hands of JP Morgan which, together with the Spaniards of Bluefloat Energy, is planning one of the most impressive assaults on the sea in Sardinia.

Project presented

As general manager of the company's wind sector, Ksenia Balanda, she went out of her way to reassure everyone: before mid-2023 we will not submit any authorization applications. It wasn't true. Not only did they submit the project, but they started doing it from the most invasive procedure. In absolute silence, without any communication jolt, without a minimum press release, the lords of "Tibula Energia" have, in fact, filed the most invasive of questions, the one to occupy the sea of Gallura. The request for the concession of water spaces is hidden in the meanders of the Olbia Harbor Master's Office. The content is mind blowing.

11 day ultimatum

The lords of Tibula Energia, 50% of Falck, or JP Morgan and the rest of the Spaniards, have asked to occupy the beauty of 3 million 182 thousand square meters of sea on the coast from Olbia to Siniscola. A request that also overwhelms its duration: 40 years. The protocol of the Harbor Master's Office is relentless in the dates: in eleven days, June 30th, the deadline for presenting objections to the project will expire.

Sea coup

A sort of "coup" of the sea, with the request for a concession silenced and close to the summer. All functional to prevent the time needed to present objections to the project. After all, the Port Authority, in compliance with ministerial provisions, is peremptory: "All those who feel they have an interest are invited to submit in writing to the Port Authority of Olbia, within the peremptory term of 30 (thirty) consecutive days on the date of publication of the notice the observations / objections that they deem appropriate to protect their rights, noting that, once the established term has elapsed, no complaint and / or request will be accepted and further procedures relating to the requested maritime state concession will be given " .

Blitz ad excludendum

All this with a procedure that totally conflicts with what was stated by the company itself when it admitted that it did not have an environmental study of the intervention. An element that the State evidently considers marginal given that a "Conventio ad excludendum " formula is set as binding in the provision of the Harbor Master's Office: "Any questions competing with the published one must be submitted in writing to the Olbia Harbor Master's Office, under penalty of inadmissibility , within the same deadline set for the submission of observations / objections and published for the sole purpose of the possible submission of consequent and related observations / objections, but will not entail the reopening of the terms for the presentation of further competing applications ". It all seems functional to be ahead of the times, to favor the logic of "who first wakes up, first occupies the sea". Stuff that even in tribal law was not conceivable.

Buffet and forgetful

That commitment, lavished with smiles and a buffet to a confrontation on the project, was worth a clean ruble. In fact, in the records of the Capitaneria, there are reports and plans, with the precise location of those 65 wind skyscrapers, 280 meters high, placed as if nothing were in front of the Castello della Fava di Posada, the Caletta di Siniscola, Porto Ottiolu in Budoni , up to the electrical connection to be stuck in the heart of the port of Olbia. The engineer who came from Moscow just a week ago announced that the company was starting a study on bird life and marine populations. Too bad she had forgotten to mention that they had already decided everything, obviously regardless of the environmental impact. Latest notes: those 65 blades would have an electrical power of 975 megawatts, what is needed for a million people. Nothing will remain of that potential electricity production in Sardinia, all of which has been sent to Sicily to make cash. Final detail: Nailia Dindarova from Leningrad is also among the board members of Tibula Energia. The second tsarina of the wind group.
