The Region is proceeding with a lack of visibility on renewables. The regulatory vacuum exposes Sardinia to all kinds of speculation, but the current focus is on reflection. To avoid further attacks, it is necessary to act quickly and give substance to the oft-announced (but not yet finalized) project for a new regional law on suitable areas, which is ready to be approved by the Constitutional Court. The Pratobello 2026 law remains in the background, offering municipalities the opportunity to approve a motion reaffirming the Region's exclusive jurisdiction over urban planning and adopting the new European directive on nature restoration. Protection rules should be included in the PUC (Project Planning Schemes).

The risk that an overly restrictive law could be challenged again by the government and overturned by the Constitutional Court due to a conflict of jurisdiction with state regulations must be avoided.
