About 300 projects already presented. But they increase steadily, at a rate of 30/40 per week. The number of requests for authorizations for the construction of wind farms in Sardinia are impressive.

The Councilor for the Environment Marco Porcu pitted them in the "Productive Activities" commission of the Regional Council, who participated in the session of the parliamentarian together with his colleague from Industry Anita Pili.

«The Region can only express a non-binding opinion. This provides for the Draghi Decree ", underlined Porcu, " the council wants to prevent these plants from causing damage to the environment. We need to clarify by involving the municipalities in whose territories the interventions fall. Now there is a lot of confusion: it would be necessary to understand, first of all, what is the requirement assigned to Sardinia for the production of energy and on the basis of that think about planning with the identification of suitable areas".
Councilor Anita Pili also underlined the need to correct the authorization procedures for the construction of wind and photovoltaic parks: «We say no to a top-down procedure», said Pili, «we are ready to give our contribution for the energy transition but this cannot be done without taking local realities into account".

During the procedures, the Regions have their hands tied in this matter. The Draghi decree provides for the possibility of building new plants in all areas not covered by restrictions. Legislation that prevents the Regions from legislating except within a national "framework law" and after the approval of the implementing decrees which has not taken place so far.

«Now, finally, we have news of a draft which in mid-June will be delivered by the Ministry to the State-Regions Conference. On the basis of that document it will be possible to make a complete reasoning - continued the commissioner - there is no doubt that corrective measures are needed".

In any case, the opposition in the commission went on the attack: "In energy matters, nothing has been done by this majority", said the councilor of the Green Europe-Sinistra Possibile-Art1 Alliance Maria Laura Orrù, "there is no overall vision, Sardinia was found unprepared.

He doesn't believe in the position of the Region Gianfranco Satta (Progressives): «It's not true that nothing can be done to stop the onslaught of wind power in Sardinia. The Region is fully entitled to say where the plants must be built as Soru did in 2004, blocking some interventions already in an advanced stage. The reality is that you don't want to exercise these powers."

But if the criticism of the majority is obvious, the one coming from the center-right is less so: «Energy represents a strategic sector for Sardinia», said the leader of the Lega Michele Ennas, «yet it is not being tackled properly . The time has come to delve deeper into the subject and to involve the entire Council. It would be appropriate to create a subcommittee that deals only with this ».
Next week, at the request of Salvatore Corrias (Pd), a detailed report will be provided on the parks built and those proposed.
