A prison built for 41-bis, but the section was never opened. This is the situation of the Uta prison, now also "denounced" by the prosecutor of Naples, Nicola Gratteri , who spoke about the critical issues of the penitentiary structures.

«We need to expand the prisons that already exist», he explains, «for twenty years I have heard that it takes seven years to build a prison. Only two prisons were built for 41 bis: Sassari and Cagliari, where in the latter the section was unable to open ."

The motivation, highlights Gratteri, would be to be found in the available staff: "Unfortunately, with few prison police officers, the high security regime cannot be effectively applied." Expanding the number of people subjected to the high security regime would make it possible to "streamline" the number of prisoners under 41 bis: "We would have at least a hundred fewer" .
