With a long letter, the regional Guarantor of persons deprived of their liberty, Irene Testa , addresses the Head of State «as guarantor of constitutional principles , in particular of respect for human dignity which also passes through the right to health of all citizens, even of citizens who have made a mistake".

Testa reports to the president about his visits to Sardinian prisons and the conditions of psychiatric patients inside the structures. And he has no doubts: " I will not be the guarantor of this massacre of human dignity, laws and rights ".

«As you well know - reads the letter to Mattarella - your predecessor, the president emeritus Giorgio Napolitano, made a great contribution to the closure of judicial psychiatric hospitals: he defined them places of horror and he was certainly right. However, as often happens in our country, many reforms remain unfinished and so it was after the closure of judicial psychiatric hospitals". «The Rems, the structures that were supposed to treat these subjects with psychiatric pathologies who are the perpetrators of crimes - explains Testa - have not been created in sufficient numbers.
