The government's secret Kairos plan is in full swing: transfers of prisoners under the 41-bis regime have begun to prisons designated by the Ministry of Justice as secure and designated to house only maximum-security inmates. Three are in Sardinia: Uta, Bancali, and Badu 'e Carros.
The car started
The first operation—known as Argus—was completed yesterday and today in Vigevano: 128 inmates were transferred from Novara, Cuneo, Tolmezzo, and Milan. This is just the first step in an accelerated process, according to the Ministry of Justice: Vigevano "was recently identified as a new branch of the special detention system by ministerial decree of June 18," and "Argus represents a strategic step in the implementation of the Kairos project, the reorganization plan for the special detention system developed in recent months by the Department of Penitentiary Administration (DAP) through infrastructure upgrades, redevelopment of detention spaces, and redefinition of the geography of the units designated for the detention of individuals subject to the differentiated regime."
The numbers
For Argos, " a total of 165 penitentiary police units were employed , supported by a fleet of 15 vans for transporting prisoners, 3 special vehicles dedicated to translations, 25 radiomobiles, 6 motorcycles, 9 logistical support vehicles and 5 ambulances dedicated to transporting prisoners."
The Sardinia case
The now former Undersecretary of Justice, Del Mastro, had announced that Sardinia's three penitentiaries would house 41-bis prisoners (92 are expected to arrive at UTA). His statements sparked an uproar in Sardinia, with the Region firmly opposed to turning Sardinia into a prison island. The goal of the new "Kairos" plan, which remains classified for security reasons, is to concentrate 41-bis prisoners in seven maximum-security prisons, as geographically isolated as possible. Sardinia was identified as a particularly suitable location for this purpose, by virtue of the "island preference" for the placement of 41-bis prisoners introduced by a 2009 circular that impacted paragraph 2-quater of the relevant law.
The plan also involves Milan-Opera, Spoleto, Sulmona, and Parma, for a total of approximately 810 seats.
