"The European certificate of filiation is a necessary tool to protect the movement of minors in the various European countries and to enjoy the same rights".

These are the words of the regional Guarantor for childhood and adolescence Carla Puligheddu who invites the first citizens of the 377 Sardinian municipalities to take "a responsible, clear and transparent position" on the issue, to avoid any form of discrimination. «The application of the European certificate in Italy , and therefore in Sardinia - explains Pulighedu - is perfectly compatible with the rights of children . Let's take care of all the boys and girls present in any capacity on the regional territory regardless of the contingent situations".

For the Guarantor of minors, the European certificate of filiation is "a divisive issue if read from a purely ideological perspective". In reality he considers it "a valid instrument for the protection of the rights of minors who have the sacrosanct right to move around in different countries and fully enjoy that acclaimed European dimension proper to the present era". “The circulation itself, however - he points out - must be guaranteed by the right of minors to have a family, an identity, and not to be discriminated against due to the conditions of their parents or their birth. Nor should the consequences of the parents' wrong choices fall on the minors".
