There is an open conflict over the management of tax collections and the potential participation of the Municipality of Alghero in the five-year debt restructuring program. The opposition is harshly attacking the Cacciotto Administration, accusing it of proceeding with injunctions, foreclosures, and notices of seizure on years that could be eligible for the government's preferential treatment, without providing specific timelines or procedures.

Brothers of Italy, with group leader Alessandro Cocco and city coordinator Pino Cardi, speak of a "flurry of enforcement actions" and "unfair" management, challenging the narrative of Budget Councilor Enrico Daga. According to Brothers of Italy, the uncollected sums from 2020 to 2023 cannot justify the criticalities of current services, while the administrative surplus would be evidence of resources collected and not returned to services. Cardi emphasizes a political point: while other entities and concessionaires have suspended notifications pending decisions on the debt write-off, in Alghero the process is proceeding without pause, with the risk, he claims, of reducing the number of deductible debts. S ecal Srl intervenes in defense of the administrative actions, urging a tone down, pointing out that the local tax write-off is not yet operational .

The company explains that it is preparing data and projections to allow the Municipality to evaluate its participation, emphasizing that no entity has currently activated the procedure. The ongoing collection activities are described as "normal operations," while taxpayers are advised of the possibility of accessing installment plans, which could potentially be included in the debt relief program. The Democratic Party ( PD) shares this view, rejecting the opposition's accusations as instrumental. For the Democratic Party (PD), the debt relief program is a complex instrument that requires formal procedures and technical timeframes, and announcing dates without any legal basis would be propaganda.

The Democratic Party claims that the Administration has chosen a rigorous and transparent path, while continuing with regular collections to avoid financial losses and ensure fairness among taxpayers. The other opposition parties have reacted in the opposite direction. The League, led by Michele Pais, calls the continuation of foreclosures despite the debt restructuring law "disconcerting and inhumane," calling it a "fiscal massacre" to the detriment of the most vulnerable. Forza Italia further escalates the conflict: city coordinator Andrea Delogu accuses the SECAL board of political overreach, using it as a "shield" to cover up the inertia of the mayor and the Finance Councilor. For Forza Italia, the enforcement actions could have been suspended without risk to the city's coffers, and the responsibility for these decisions lies entirely with politicians.
