The healthcare programs in Sardinia envisaged by the Pnrr "defunded" by over 107 million euros.

The complaint comes from the Democratic Party , in a note signed by Silvio Lai, deputy and member of the House budget commission.

«The Government - states the parliamentarian - continues to deny the evidence of the defunding of 1266 million of the healthcare programs envisaged in the PNRR but, after the Regions which immediately affirmed it in a united manner, it is now the Court of Auditors which certifies the reduction of programs ".

For the island, continues Lai, «the accounts are simple, over 107 million euros are missing, of which 68 million have been postponed to the verification of spaces in the deep black hole of article 20, the same one from which the funds of the hospitals planned (on paper) by the Solinas Council which later turned out not to be covered due to the absence of operational commitments resulting from the possible State-Region agreement, and 39 million for the replacement of large diagnostic equipment (nuclear magnetic resonance imaging, computerized tomographs, angiographs) which are postponed to 2027 but, as confirmed by the Court of Auditors, without financial coverage or commitments written in the sand".

«This – adds the PD deputy – is a painful blow for the recovery of Sardinian healthcare, which is added to the probable loss of the resources of article 20 which will be plundered to cover the holes in the PNRR and to the commitment (made during the last two years by the Regional Council) of many resources of the Regional Health Fund in non-mandatory programs which limit the usability spaces of the next Council".

«Returning to the resources taken away by the Meloni Government with the revision of Minister Fitto – continues Lai – in paragraph 13 of article 1 of the decree under discussion in the Chamber it is provided that the financing of the program called “Towards a safe and sustainable hospital”, except for those of Campania and Trentino-Alto Adige, are paid by the Fund referred to in art. 20 of law 67/88. The problem - as reported by the Court of Auditors - is that the investments in healthcare of the PNRR are reduced, which was also created to counter the effects of the pandemic, and that the feasibility of the interventions becomes conditioned by the availability in the fund of resources not yet allocated and that the resources are not discounted in the trend, therefore they must be specifically covered".

« The risk – concludes Lai – is that the works not started will never see the light, and those started cannot be completed in the next 3 years due to lack of resources . Finally, for the modernization of the healthcare technology park on which hospitals and healthcare centers depend, purchases will no longer be made by 2024 as expected but after that date starting from 2026".
