The recently re-elected mayor of Ottana, Franco Saba, under house arrest on charges of attempted extortion and suspended from his duties as mayor under the Severino law , was not able to appoint the current council.

The appointment, via certified email, would have occurred "in clear and direct violation of the absolute ban on communication with the outside world resulting from the house arrest regime to which he was subjected."

This is what is stated in the resolution of the Nuoro town's city council dated June 26, in which the assembly acknowledged the appointment of the executive currently led by the deputy mayor. The judicial authorities, in fact, characterized these appointments as "illegal because they were made in violation of procedural law and in fraud of administrative law," the document continues.

The same resolution cited a note from the Prefecture of Nuoro informing the town council of an order to increase the precautionary measure issued on June 17 by the preliminary investigations judge of the Court of Nuoro, Mauro Pusceddu. "Considering the exceptional nature of the situation and the complex interpretation of the issue regarding the validity and effectiveness of the appointment decrees under consideration," municipal secretary Marilena Pirisi recorded in the minutes, "we recognize the need to urgently address the matter with the Regional Department of Local Authorities, as well as with the Prefecture of Nuoro. This is to request clarification of interpretation or the adoption of measures to define the institutional structure of the institution, safeguarding, as far as possible, the operational continuity of the municipal bodies and the smooth continuation of administrative activity."

Saba, who has always denied all charges through his lawyer, was re-elected mayor after surpassing the quorum of 60.8% of voters, having been the only candidate for the office of mayor in the elections of June 7 and 8.
