Orosei, from the bomb to the illegal immigration system: the network of suspects

According to the prosecution's hypothesis, the public officials would have acted in conjunction with Nabil Nassif, a 29-year-old Moroccan, Sebastiano Lamacchia , 64, Paolino Patteri, 66, and the CAF employee, Isalina Leone, 59, ensuring the successful completion of the administrative procedures related to the positions of foreign citizens.
The suspects allegedly registered non-EU citizens in the Orosei Municipality's registry despite their fictitious residences, omitting checks, and facilitating the issuance of permits for family reunification based on requirements deemed false. Nabil Nassif, a Moroccan national represented by Stefano Mannironi, who investigators believe is the instigator of the illegal scheme, was arrested. Also implicated are Sebastiano Lamacchia, represented by Caterina Zoroddu , and Paolo Patteri, represented by Mario Frau. Isalina Leone, a CAF employee represented by Sabrina Lardieri , has been ordered to report to the judicial police.
The operation, coordinated by prosecutor Sandra Maria Benedetta Picicuto, was conducted by the Carabinieri of Nuoro and the Siniscola NORM unit. During the operation , two properties in Orosei and three bank accounts were seized .
Antonello Dessena and Lucia Esca, both employees of the Registry Office of the Municipality of Orosei, and Dario Patteri, son of Paolino, are under investigation.
According to the prosecution, they worked to secure the release of the fictitious residences. The investigation began in April 2025, after the bombing of Efisio Roych, the director of the SUAPE office in Orosei.
During the investigation, the illegal entry of 26 citizens from Morocco, Tunisia, and Egypt was discovered, but investigators believe the number may be higher. According to the Prosecutor's Office, the profits were substantial: for each transaction, the foreigners allegedly paid up to €5,200.
