Completely unfounded accusations and investigations rejected in toto , this is what emerges from the reasons for the sentence of the Court of Tempio in the process known as "flood bis". The sentence is the one that acquitted the former municipal councilor of Olbia, Davide Bacciu, and others ten people from the accusations of multiple manslaughter in reference to the tragic flood of Olbia in November 2013.

The motivations signed by judge Marco Contu concern the three defendants judged with the abbreviated procedure , in addition to the former municipal councilor for public works, Davide Bacciu, there are the engineer Claudio Vinci and the surveyor Francesco Pisanu. They had been acquitted of the charges of multiple manslaughter and manslaughter (the charges concerned the deaths of six people in Olbia). The judge writes that Davide Bacciu (defended by the lawyers Piera Ferrara and Marco Salis) has never dealt with the hydraulic works of the Rio Ua Niedda and Rio Gaddhuresu, interventions completed before he assumed the position of councilor for public works.

Bacciu had no competence on the adjustment of the Olbia Puc to the excerpt plan of the Hydrogeological Structure Plan . He was accused of having overlooked a document alerting the Municipality, a circumstance without any proof.

Furthermore, any negligent conduct of the surveyor Francesco Pisanu (defended by Stefano and Lorenzo Asara) and of the engineer Claudio Vinci (assisted by Luigi Esposito) was excluded. With regard to Vinci, on the other hand, it emerges that he correctly signaled the need to adapt the projects for the arrangement of embankments and bridges. For the other acquitted, including the former city councilor Carlo Careddu, the ordinary procedure was followed. The reasons, albeit indirectly, also reject the arguments used to support the accusations against Careddu.
