Health bonus, negative opinion from technical offices: tension in majority

The issue of “health bonuses” has exploded in the Regional Council , a measure intended for the economically weaker sections of the population, strongly supported by the Labor Councilor Desirè Manca, and substantially rejected by the offices of the Sardinian Assembly . The measure is being considered by the Health and Labor commissions , which were supposed to meet jointly today to hear Manca and his Health colleague Armando Bartolazzi.
The meeting, however, was postponed after the offices' negative opinion on the resolution that allocates ten million euros for urgent health services for those with an ISEE under ten thousand euros. And the climate , already tense on the health reform front, is now heated . Both between the majority and the opposition but also within the Campo Largo itself : yesterday the majority commissioners of the sixth and second commissions met until late in the evening to find a synthesis that had never been reached.
The no of the technical offices is categorical: «It is an anomaly that the services related to health vouchers are financed with resources from the FSE Fund, and not as ordinarily happens with resources from the Regional Health Fund of the current part specifically intended for financing the Lea», we read in the document. And again: «The provision of the bonus and therefore the offer of health services included in the Lea - payable by all - exclusively in favor of subjects belonging to families with an ISEE below or equal to 10,000 euros, seems to conflict with the fundamental principle of universality, given that health services are a community resource and therefore are extended to the entire population». And it also conflicts with those of equality, given that «the services are provided without any type of distinction or discrimination, and individual, social or economic differences and equity are not considered. Principles that have governed, since its inception, the national health service».
The opinion includes an invitation to ask "whether and to what extent the measure is actually effective with respect to the objectives it intends to achieve, namely to expand the offer of health services for the most vulnerable"
