The appeal to the Tar already exists. A complaint to the Public Prosecutor's Office and a report to the Anac could soon arrive. They will serve to shed light on the recent selections for executives announced (and awarded) by Argea for the leadership of various territorial services in Sardinia. Those who have not won are convinced, enough to challenge the results, that there have been some strange irregularities.

From the regional agency for the management and disbursement of agricultural aid, they claim that everything is in order. Meanwhile, while waiting for the verdicts, the controversy is served. The point is: can you ban a selection, impose requirements, and then add others - which become decisive - when it comes to evaluating curricula?

The beginning of the story dates back to October. Argea publishes notices for "the acquisition of expressions of interest for the conferment of managerial positions" for some territorial services, from Sulcis Iglesiente to Ogliastra. "Managers of the Region system and managers in service in other public administrations with permanent employment contracts" could participate.

The documents state that "in the assignment of the task" the "qualifications and professional and career experience possessed by the manager" would have been assessed and considered "as a title of preference, the possession of specific skills in the matters pertaining to the managerial position ”.

Giovanni Costantino Spada, veterinary director of the ASL of Nuoro, recognized himself in the sought-after profile. And he presented the candidacy for various territorial services. Argea appointed the evaluation commissions, which got to work, examining the availability expressed between October and November.

And here the problem arises. For Ogliastra, for example. The minutes state that four nominations were received. Skimming off those that could not be admitted, the novelty appears: " The commission, having carefully evaluated the curricula", we read, "believes to identify as the preferential criterion for choosing the suitable candidate to fill the role, having held management positions of structure in addition to the requirement of possession of the qualification of manager".

So, with the applications on the table, whoever has to decide introduces an evaluation criterion that was not foreseen in the notice. The same choice also for Sulcis Iglesiente. The prank, for Spada, is served. The president of the commission, Antonello Arghittu, general manager of Argea, "expresses particular appreciation for his curriculum", reads the documents, but others are always preferred: he, manager, veterinarian, expert in the countryside, animals and agriculture, yes he also sees an engineer pass by. Who, however, can boast of having been "director of the structure".

A decision, that of the ex post addition of a preference criterion, which will now have to be evaluated by the Tar. And, according to what transpires, it could also come to the attention of other control and supervisory authorities.

«I prefer not to dwell too much because we are pending an appeal», explains Arghittu, «but I can say that the selection procedures were carried out with the utmost transparency». The additional requirement? “A legitimate decision by the commission. The sought-after figures must be experts in the field of administration. And the best candidates have been selected».
