A reduction of €9 million for 2025, €10 million for the following year, and €5 million for 2027. Twenty-four of the €50 million allocated by the Region were diverted from the Municipality's budget: they were earmarked "for the construction and management, under economically and financially sound conditions, of the new Cagliari stadium." The reason: "Postponement of the project to 2028." This reasoning raised concerns in the City Council, where a significant budget change presented by the Council led by Massimo Zedda was discussed.

"Unfortunately, this confirms what we've been saying in recent weeks, when the administration announced it had the funds allocated by the Region for the stadium," attacks Giuseppe Farris (Civica24) from the opposition benches at Palazzo Bacaredda. "That money isn't there. Not only that: while it's been revealed that construction costs have increased by 40 million euros, it turns out that the planning has been delayed by three years."

But hidden within the budget amendment are further financial movements that Farris focuses his attention on: "Of the €10 million that constitutes the City's share, €2.3 million is earmarked for 'awarding of the service of verifying the definitive and executive project for the concession for the construction and management of Cagliari's new stadium.'" Although this is a complex undertaking, Farris concludes, " it seems a bit too large a sum. Someone should justify it."

Mayor Massimo Zedda replied: "The estimated cost of reviewing the project had been factored in for some time."
