It's not all to be redone, but to be reviewed yes. The urban police regulation of the Municipality of Cagliari had today arrived in the council for definitive approval: it is the new security charter that the Truzzu junta launched over a year ago, in December 2021. But the text, already discussed and re-discussed, it must go back to committee: as it is, it cannot be approved.

The decision was announced in the courtroom by the mayor, who spoke of the need for "harmonisation".

According to what transpires, the regulation did not hold up in the face of remarks that had also been raised by municipal managers and the opposition. The perplexities concerned some non-secondary aspects.

The text, as it stands, provides for the establishment of red zones where bans (such as those on the sale of alcohol) can be modified by a council resolution. The rules that govern the administration's powers, however, provide that a new passage to the municipal council is necessary to intervene in a regulation. Otherwise, an urgent ordinance is needed for the red areas.

If the question appears formal, the one linked to the ostentation of the impairments by those who ask for alms is more substantial: the regulation prohibits it and provides for fines. Problem: one is either mutilated or not, what is the boundary that leads to ostentation? Last, but not least, the prohibition of 24-hour take-away alcohol in certain areas: it could damage many businesses.

All issues on which further study is needed: the safety regulation in Cagliari cannot yet see the light.
