Among the bulky waste, fireworks have also been set off, sparking fires at collection centers. And the deliveries have often been rejected because they were non-compliant: they were unsorted solid waste. This confusion has led to inspection reports that have rejected the management of the material. Thus, the Region is calling Sardinia's municipalities to order , with operational guidelines designed to avoid fires and confusion in the management of this type of waste.

In reality, the Department of the Environment states that there is no regulatory definition for bulky waste. However, it is emphasized that industry professionals define "bulky" as "large-sized residual waste that cannot be disposed of in other separate collections." In other words, "bulky" waste is considered to be any waste remaining from all separate collections, including unsorted waste, and which, due to its size, cannot be disposed of in the standard door-to-door collection system, such as mattresses and furniture, which are specifically mentioned in the legislation.

The department provides a rough list: "WEEE divided into the five groups established by the legislation: disused furniture, mattresses, bulky hard plastic items, bulky metal items." Via Roma also calls for "promoting adequate training for collection center operators and staff, as an essential tool for promoting the correct and uniform application" of the directives.
