"The parking lots will not be managed by the Municipality". Francesco Cicero, commissioner of the Municipality of Arbus after the fall of the council, says it clearly, answering questions relating to the past and future management of the parking lots in the renowned localities of Piscinas and Pistis. In the storm, in particular, the 2021 management that was borne by the municipal administration ended, with political controversies and accusations of workers left under the sun without adequate protection and with difficulty even going to the bathroom. Speaking of the direct management that took place last season, Cicero defines it as "a wrong choice".

"The Municipality of Arbus - he specifies - is suffering economically and its organic plant is below half of that foreseen". The commissioner announces that in the next few days the announcement for the new management will be prepared: "I say it 100%, as long as I am there, the Municipality will not manage anything - he underlines -: I make a public tender as transparent as possible and win the improve". Cicero prefers not to comment on the article published on Unionesarda.it which focused the lights on the parking lots, recounting what happened last season, but lets slip a sentence that clearly reveals what he thinks: “The failure of the public - he says -. It shouldn't happen ”.

The fact that in the coming months the Municipality of Arbus will no longer directly manage the Piscinas and Pistis car parks does not dissolve the knots of the previous management which deserves further investigation. After the first published article, at least from what was perceived by talking with the insiders, fiery responses and replies had been announced, but the keyboard lions have entrenched themselves behind the silence.

A wall has been raised between those who worked last year in the management of parking lots and they have locked themselves up under a glass bell that will try to drill through a very necessary access to the documents.

The documents requested will serve to clarify at least some of the many points of the controversial management.

For his part, Commissioner Francesco Cicero himself immediately made himself available. In fact, he summoned engineer Paolo Gessa to his office to list the documents required by our journalistic investigation. Documents that for the sake of the news are necessary to tear the veil on what happened last season. The engineer, reading the long list of required documents, expressed his position on whether or not to grant the documents. Now we just have to wait for the documents to arrive.

And if from the environments of the former municipal administration, at the moment, the mouths remain sewn, Andrea Palumbo, head of the Cagliari office of CBS Lavoro, the company that in 2021 took care of staff recruitment, thinks to break the wall of silence . The company had been brought up during the city council of 20 September 2021 by the former tourism councilor, Michela Dessì, who, speaking of the applications for parking places, had said: “Over one hundred curricula have arrived”. Palumbo himself called after the people in charge of CBS Lavoro had been sought.

When asked about the selection of personnel, it is a flood. "Look - he begins on the phone - I am of the opinion that only those who have something to hide or have a straw tail do not answer".

Did we want to understand with you if the final approval of the recruitments was from the Municipality of Arbus?

“But yes, of course - he reiterates -. I send my curriculum vitae and they say to myself: 'This yes, this no' ", and adds:" in the end, if one does not go well, what does it matter to me to send dude or dude? Then the applications arrive everywhere ... it is clear that the whole world is a country for which ... ”, and he talks about the questions he was asked. “Can I get him nominated?” They asked, and they replied “Have him nominate, if he qualifies. I send it, then if they take it well, if they don't take it it will be for another time ”. Palumbo enters into the merits of what happened in 2021. “The Municipality of Arbus has given us some indications - he underlines - and therefore we come out with a tender that has some requirements. After that, if we don't find resources, we send what comes to us. This happened in the course of construction. In the end we called everyone because we had a hard time finding people to go to work ”and adds“ the best part is that everyone wanted to do this job. Everyone, believe me, everyone. But in practice they refused ”.

Finally, the head of CBS Lavoro reiterates the aspects they generally deal with and which they dealt with for the tender for the management of parking lots. “We look for, select the professional profiles that the user company (the Municipality of Arbus, ed.) Requires and send them on the basis of the indicated requirements. If the guys do well, the company confirms, otherwise we replace them. This is the work we do. As far as everything else is concerned, all the burdens of worker safety remain the responsibility of the user company. Our work stops here ”.

A conversation that clarifies some aspects of how things went last season. Now all that remains is to wait for the documents requested from the Municipality of Arbus, to get a complete picture.
