To manage the new Sardinian airport system that brings together the three airports of Cagliari , Olbia and Alghero will be a holding that will be established within the year and in which the shareholders with the most important shareholdings will be the Chamber of Commerce of Cagliari-Oristano (which today it holds 94% of Sogaer, the management company of Elmas Airport) and F2i Ligantia which already holds 79.8% of Gaesar (Olbia) and 71.25% of Sogeeal of Alghero.

This was explained by the lawyer Francesco Sciaudone (Studio Grimaldi), illustrating the project of a single system together with the president of the Chamber of Commerce Maurizio De Pascale . The Chamber of Commerce and F2i will equally share control of the holding which, in turn, will have 100% control over the three management companies. That is, "it will exercise direct and almost totalitarian control over them".

THE HOLDING - De Pascale explained how the holding will be technically established: "Ligantia, which owns the airports of Olbia and Alghero through F2i funds, will decide on a capital increase reserved exclusively for the Cagliari and Oristano Chamber of Commerce, which, therefore, it acquires a significant share of the same company Ligantia which, following this, will change its name and establish its headquarters in Cagliari. The payment of these significant shares will take place through the release of the shares held by the Chamber of Commerce in Sogaer ". This happens, added De Pascale, "in line with the criteria established by the Government through the Ministry of Transport for airport networks and with what Europe has dictated to the Member States, but also with what has already happened with the airports of Florence and Pisa, Naples and Salerno and Catania and with the sharing in progress between Malpensa, Linate and Bergamo ". Obviously, he specified, "this process must be accompanied by all the checks regarding the feasibility of this operation, on which Sogaer previously asked the Grimaldi firm represented by Sciaudone for an opinion". Firm that "issued an opinion and legitimized the start of operations by the Cagliari airport management company on a mandate from the Chamber of Commerce".

Given the criticisms of organizations and trade unions and the political controversy over the project, Sciaudone explained why we cannot talk about the privatization of the Cagliari airport: "The shares that the Chamber of Commerce holds in Sogaer will move, they will enter another legal vehicle. , that is, they will no longer be held directly but indirectly. But for Sogaer nothing changes: it remains autonomous and independent ". Regarding the advisability of promoting an integrated system, Sciaudone again clarified that "in general the tendency of the national system is towards increasingly integrated realities, because direct competition between nearby airports is an element of disadvantage and not of strengthening the territory".

And as to why the Chamber of Commerce turned to F2i, which in its corporate structure sees the participation not only of Cdp but also of the Foundation of Sardinia , "one cannot imagine an airport system with shareholders other than those who control the other airports. We integrate with what exists, that is, with whoever controls the other two airports ".

Finally, with the new unitary system, according to De Pascale, the flow of passengers "will reach about 12 million per year, and the needs in terms of employment will also rise".
