European countries and Ukraine have responded to Vladimir Putin's truce plan with their own counterproposal, cited as a possible framework for negotiations. The European Union and Kiev, as reported by the Wall Street Journal, have rejected Russia's proposal to exchange some regions of Donbass for a cessation of hostilities.
The proposal, put forward during the meeting in the United Kingdom, includes a call for a ceasefire before any further action is taken, as well as requiring any territorial exchanges to be mutual. The European plan, presented to Vice President J.D. Vance, Secretary of State Marco Rubio, and envoys Keith Kellog and Steve Witkoff, also stipulates that any territorial concessions by Kiev must be backed by robust security guarantees , including potential Ukrainian membership in NATO.
Vance was the only one present in person at the presentation; the other Americans were via video link. In the meeting with Vance, the Europeans reiterated that Ukraine's future cannot be discussed without Kiev. A European official told the Wall Street Journal that they were also assured that Europe would continue to supply weapons and funds to Ukraine. Anticipation is also growing for the Trump-Putin meeting scheduled for August 15 in Alaska, where the two presidents will discuss the future of the conflict in Ukraine.
French President Macron spoke on X about Ukraine's future, after a meeting with Ukrainian President Zelensky, Chancellor Merz, and British Prime Minister Starmer. He stated that the country's fate "cannot be decided without the Ukrainians who have been fighting for their freedom and security for over three years. Europeans will also necessarily be part of the solution. Their security depends on it. We remain committed to supporting Ukraine, working in a spirit of unity and continuing the work done within the Coalition of the Willing."
