The maneuver arrives in the Senate. But the unions, even if not in a compact way, announce the general strike on December 16, to also say no to the reform that cuts Irpef and Irap. To confirm this are CGIL and UIL, who have proclaimed an eight-hour detention with a national demonstration in Rome.

As mentioned, the text landed in Palazzo Madama, after the thinning of the amendments from 5000 to 600, to begin its process for approval in the classroom and then move on to the Chamber for 21 December.

There are still many knots to be resolved by the parties of the majority; for Prime Minister Mario Draghi it will not be easy to find an agreement on the many debated issues, from building bonuses to the extension of payment of the bills, from the patent box to the tax reform.

The group leaders are ready to sit down at a table to find a common orientation on at least five fundamental points: Superbonus, school, citizenship income, measures to combat high bills and earthquake.

Among these, the theme of the increase in energy costs is particularly felt by all parties: after the rejection by Lega, Forza Italia and Italia Viva of the hypothesis of a solidarity contribution by those who receive a income exceeding 75 thousand euros, the intention remains common to have an allocation higher than the 2.8 billion currently envisaged in the text. For this reason, a meeting could be organized on the dossier as early as this week.

At the moment the tax reform - with the passage from five to four income tax brackets - should not encounter further obstacles, after the go-ahead at the table of the Ministry of Economy.

On the other hand, the 110% Superbonus game remains fully open: if there is no doubt the extension of the provision and the modification of the Isee roof constraint to 25 thousand euros for works in single-family houses, which could be raised to 40 thousand, Movimento 5 Stelle and Democratic Party argue that the bonus you make should not decrease by 90 to 60%.

The extension of the payment of the tax bills is also under discussion: if the deadline of 14 December for the scrapping-ter has been set in the tax bill, the balance and excerpt and the extension (from 150 to 180 days) for the suspended bills for the Covid emergency, the majority groups ask for greater flexibility for families and businesses still in difficulty and hypothesize a scrapping quater.

The Parliament's request to change the Patent Box, that is the optional regime of facilitated taxation on income deriving from the use of software protected by copyright, industrial patents and trademarks, is also transversal.

Finally, the League is ready to battle over citizenship income , for which it would like the allocation to be reduced, with the M5S which, on the other hand, does not intend to change it.
