Asinara has been waiting for an adequate water distribution, collection and purification service for too long. Without an efficient water system, the island has no chance for development. The agreement signed on 15 July 2022 between Abbanoa, the Municipality of Porto Torres and the Conservatoria delle Coste is based on this premise, an agreement which had as its objective the transfer of the management of the water, sewage and purification infrastructures of Asinara to the single Manager.
An important step forward has been taken in recent months with the conclusion of some works involving the restructuring of the Cala D'Oliva reservoir and that of Cala Reale. These interventions were launched thanks to the transfer from the Municipality of Porto Torres to Abbanoa of about a third of the funds allocated by the Region: one million euros out of a total of 3.2 million. The remaining loan of 2.2 million euros, pertaining to the Municipality, will mainly be used for the total reconstruction of the water and sewage networks and for making the Pecorile basin safe. The interventions to adapt the Cala D'Oliva purification plant will soon begin, again at the expense of Abbanoa, the company that announced the tender for an investment of 720 thousand euros: 550 thousand of regional resources allocated to the Municipality and 170 thousand euro of budget funds of the Sole Manager. Checks are underway for the definitive awarding of the works which will probably begin in the autumn. All in compliance with the agreements which established the need to satisfy certain conditions consisting in the completion of the preparatory works for Abbanoa to take charge of the water system. While the passage of the management of the works became effective as early as January 2023.
The interventions still to be carried out concern a new water collection system from the Pecorile lake which feeds the plant via a floating raft; the construction of a new access road in agreement with the entities responsible for issuing environmental and landscape permits. So no asphalt but stabilized earth with the use of local materials. Furthermore, the renovation of the masonry structures which will be covered in local stone, and the construction of a satellite radio link for the remote control and management system are planned. Finally, the complete restoration of all water purification processes is envisaged.
