The complaint is by Maria Grazia Caligaris, president of the cultural association “Socialismo Diritti Riforme” who observes: «Living in four in cells intended for two people means creating conditions of constant tension that often result in aggressive acts or self-harm».

Another institution, Bancali in Sassari, is also under scrutiny, "where the situation is problematic. There, according to ministerial data, there are 521 inmates for 454 places (24 women) equal to 114% of overcrowding (90 at 41bis and 161 foreigners - 30.9%)".

Sardinia, according to the president of Sdr, «continues not to be taken into due consideration by the Ministry and the Dap, except for transfers from other Institutes on the Peninsula. The most important aspect is that of a regional superintendent Mario Antonio Galati who carries out his important role between Piedmont-Liguria-Valle d'Aosta and Sardinia: it is clear that on the Island the Ministry has the duty to assign the task to those who have the skills, territorial knowledge and qualities to best manage the institutes».
