"There may be many reasons why the current administration hasn't equipped itself with the required urban planning tools. One of them, in our opinion, is the ill-advised decision to merge the Urban Planning office with the Public Works office, both headed by a single director , Dr. Pini. Although capable and efficient, she nevertheless finds herself having to manage a workload that is probably excessive given the needs of a municipality with a huge number of second homes and the inevitable need to periodically service infrastructure that is undoubtedly worn out by the increased visitor numbers due to the tourist season." This is what the opposition councilors of Palau Avanti claim. "Therefore, we believe it's reasonable to request that the two municipal offices be separated again. This would speed up their respective tasks, but above all, it would allow the current administration to stop procrastinating and finally implement the municipal planning regulations required by law."
The current legislation, the Opposition adds, "sets an eighteen-month deadline" for urban planning compliance, "beyond which failure to comply can even lead to the dissolution of the City Council . Palau has a Building Plan, but its approval dates back to the early 1970s, making it outdated and consequently, in several respects, clearly contradicting current national and regional laws on urban planning and construction." The PUC, approved by the prefectural commissioner who administered the town prior to the previous Manna administration, the Opposition further argues, "was subsequently revoked by the majority itself, thus effectively and largely resulting in the current regulatory vacuum."
