The number of students in Sardinia is collapsing , constantly decreasing over the last ten years: they are almost 177 thousand, compared to 212 thousand in 2014-2015. Today the Second Commission, chaired by Camilla Soru (Pd), continued with the cycle of hearings aimed at preparing a bill on the Sardinian school system, collecting the contributions of the director of the regional school office, Francesco Feliziani and the president of Anci, Daniela Falconi.

Feliziani briefly illustrated the picture of the Sardinian school , starting from the numbers that certify a reduction in school autonomy (from the current 234 to 225 in 2025) and in the number of students, which went from 212,000 students in the 2014-2015 year to 176,839 in 2025-2026, breaking down the psychological threshold of 200,000 enrolled in 2020. In percentage, the director of the regional office explained, the reduction stood at 17% but - he added - the staff in schools has not decreased which is composed as follows: 20,000 teachers, 7,000 support teachers (4,000 on staff and 3,000 in derogation) to which are added the 7,500 with management functions and tasks in administration and similar. A total of approximately 35,000 units to which are added the 250 workers in the ministerial sector and which means one employee for every five students and also one teacher for every nine students.
The sore point of the system as a whole - in Dr. Feliziani's opinion - is represented by the method of recruiting teaching staff which since 2009, with the cessation of the secondary school specialization school (SSIS), has left room for the so-called "competitions amnesty” which have lowered the levels of teaching quality.
Equally clear was the position of the ANCI which with its president Daniela Falconi reiterated the appropriate involvement of Local Authorities and indicated as a necessary premise "the elimination of the aberrant word, dimensioning, associated with education". Educational poverty and school dropout are the challenges to be overcome, considering that 35% of students believe their scholastic preparation has worsened and the dropout figure has reached 40%. The objectives of a forthcoming law on Sardinian schools, according to the Anci , will have to be: guaranteeing the right to study in every part of Sardinia; reduce and eliminate dropout and abandonment rates; increase the number of diploma holders and graduates.

The main priorities can be summarized as follows: adapting the parameters of the institutes to the settlement reality of the Island; remove obstacles that do not allow young people to fulfill their studies; reduce commuting; increase the training offer in internal areas; harmonize school timetables and spread full time; continue with the Iscol@ project; enhance digitalisation. The commission's work therefore continued with the vote on the opinion on Council resolution no. 16/20 of 30 May 2024, concerning the programming of resources intended for the promotion of sign language (regional law 4/2022). The Councilor for Public Education, Ilaria Portas , then illustrated the provision (400 million allocation for each of the 2023 and 2024 years) and the changes introduced compared to the previous tender (increase of up to 20,000 euros for each project and expansion of the audience of beneficiaries, also including nursery schools) and the commission thus expressed a favorable opinion, unanimously.
The Commission then heard a delegation of those eligible for the Laore competition who asked for the extension of all the rankings expiring in 2024. «We ask the Council to present a single amendment which provides for the extension of at least one year of all the rankings expiring so as not to create unequal treatment - said Ilaria Pinna and Maria Francesca Cherchi - we also ask for a timely survey of the vacant positions in the departments and instrumental bodies of the Region".
The president of the Commission Camilla Soru announced the presentation of an ad hoc provision already for the next session of the Council: «We are evaluating whether to propose an extension for the rankings expiring in July and September or whether, instead, to provide one for all those expiring in 2024 – said Soru – what we want to avoid is the presentation of measures which are then challenged by the Government". The President of the Commission has expressed her willingness to start a survey of the vacant posts in the Region system , in agreement with the Department of General Affairs, underlining however that Aspal will have to be kept out of this match: «For the 64 vacant posts of the Employment Agency will be drawn from the single competition ".
