Paradoxical story in Sassari. The Municipality, after the advent of the new director of the Roberto Campus Office, with funds that were not its own, did not want to pay the rent to 6 Roma families who were using a restricted loan from the European Community. After 8 months of not paying the rent, some families were obviously evicted by the owners.

However, one of these families, for almost a month, has been living in a city hotel delivered by the same municipal administration. It is a family unit made up of 4 people.

In recent months, the same municipal office had placed Roma families in various homes in the capital, including some attics. But the new manager defined them as irregular both by category and by square footage, above all, according to the tenants' union, "because they were too small".

But now the same family unit lives in a single hotel room (husband, wife and two children). It remains to be established with what funds the Administration is now paying for the hotel expenses.

The tenants' union has always contested various aspects of the story and the work of the new manager.

WE RECEIVE AND PUBLISH THE NOTE FROM ATTORNEY GIANFRANCO MEAZZA:

"The owners do not stipulate contracts with the Municipality, but with the tenants. The Municipality, if the contract complies with the announcement, provides a contribution to the families with delegation to the owner.

The Municipality is regularly disbursing contributions to compliant contracts. Only two applications were not accepted and, for these families, the contribution cannot be paid.

The Municipality has identified in the characteristics defined by the regional law n. 13 of 1989 the minimum condition of suitability of the accommodation to the needs of the requesting family nucleus. In fact, the announcement excluded from the possible beneficiaries the holders of property rights, usufruct, use or residence on a suitable accommodation for the needs of the family nucleus pursuant to art. 2 of LR 13/89 located in any locality of the national territory.

For the exclusive protection of families, in one case the Municipality was unable to deem suitable a house with square meters considerably lower than the norm and, in the other case, a property intended for commercial premises, also of insufficient size.

The minimum housing standard required is established both by regional law n. 13/1989, and by the Health Ministerial Decree 5/7/1975 which establishes the hygienic-sanitary requirements of the living quarters".

Meazza himself recalls that he had previously made the following statements to L'Unione Sarda:

Case yes but strictly by law. The Municipality intervenes on the case of Roma people, displaced from the San Lorenzo camp last October, and looking for a home thanks also to the contribution offered by the administration for rents. Monetary support provided through an open tender to deal with the state of need of dozens of families whose only roof was often that of a camper.

"An emergency - reports the councilor for social services Gianfranco Meazza - which we have largely resolved". With the exception of two situations that have made noise in recent days because the owners of the buildings, where some members of the Muslim community had been guests for months, protested against the non-payment of rents by Palazzo Ducale announcing their intention to send them away . «In the meantime, the landlords do not stipulate contracts with us but with the tenants. We liquidate the sums - continues Meazza - if those stipulated comply with the tender". Adequacy here, however, absent because «one house had square meters much lower than the norm and the other instead for commercial use». It is the regional law that clarifies the parameters by establishing, for example, that for a family unit of two people the square footage must be at least 45 square meters and 95 for six. However, the fate of the evicted remains unknown. «They can take advantage - concludes the councilor - of the emergency contribution for the lease or the fight against poverty. But they must align with the housing viability criteria outlined by the Municipality. We have to protect them but also us ».
