Sardinia accepts the Salva-casa but "in a reasoned way", and responds to the loculo studio flats with a video

The Sardinia Region has chosen to implement the Salva-Casa decree law "in a reasoned and selective manner" , with the aim of harmonizing the current regional legislation on construction, such as Regional Law 23/1985, for which the Region has primary competence, and the provisions recently passed at the national level.
" Our priority - says the Councilor for Urban Planning, Francesco Spanedda - is to build a unified, clear and coherent regulatory framework that can effectively guide professionals, citizens and local administrations. Every regulatory choice adopted by the Region is based on a careful evaluation of the specific needs of our territory , which has different social, environmental and settlement characteristics compared to other areas of the country".
In responding to the observations raised by the national Government regarding the failure to fully implement the decree, the councillor underlines that « the Region has adopted all the indications of the Salva Casa which really simplify the life of Sardinian citizens and technical offices , but has excluded those which, for Sardinia, risk producing distorting effects ».
Among the points is the one relating to the "monolocali loculo" with the reduction to 20 square meters of the minimum surface area of the housing, a measure introduced by the national decree . "We believe - explains Spanedda - that the housing emergency cannot be solved by incentivizing the construction of increasingly smaller houses , but through a serious and structured policy for living, which guarantees dignified and adequate spaces for people". And to further underline the concept a video, released by the Region, in which it is shown "concretely what it means to live in 20 square meters" , "to show what we are actually talking about", explains the councilor. "Talking about 20 square meter housing - he continues - means proposing homes that are little larger than a parking space . As you can see in the video, we do not believe that this solution can be a concrete response to the needs of families, except in extremely particular cases".
The regional bill will be presented to the Council on Tuesday 10 June . It is the result of a process initiated by the regional government, but which saw the active participation of the regional councillors of the competent commission, for the definition of the contents and the balance between the needs of simplification and those of protection of the territory.
"We are working on the drafting of a new Consolidated Regional Building Code, which offers a clear, organic and updated synthesis of the rules that regulate the building sector in Sardinia, in line with the principles of urban quality, sustainability and social justice", concludes Spanedda.
