"The decision to allocate the Badu 'e Carros prison exclusively to inmates subject to the 41-bis regime falls within the remit of the Ministry of Justice and is aimed, as stated by the Government itself, at bringing the actual situation into line with the provisions of the legislation introduced in 2009." This was stated by Nuoro Mayor Emiliano Fenu , speaking at the extraordinary open City Council meeting dedicated to the future of the Nuoro prison. He also announced that the Undersecretary of Justice, Andrea Delmastro, will be in Nuoro at the end of the month.
"I believe it is necessary to open a serious discussion on the effects such a decision would have ," Fenu added, " not only on the local community but also on ordinary prisoners, their families, and the network of volunteers who over the years have built a human and social heritage in Nuoro that is essential for reintegration , in full accordance with Article 27 of the Constitution. On these issues, I believe it is wrong and dangerous to turn the debate into a political polemic. This is why I appreciate the approach adopted by the President of the City Council, who, on behalf of the entire assembly , is calling for the establishment of a discussion forum between the Ministry, the Region, and local authorities."
The mayor then announced that he has already activated a direct channel with the Government . "Two days ago I had a direct meeting with the Undersecretary of Justice, Andrea Delmastro Delle Vedove, to whom I clearly expressed the concerns of the Nuoro community and the local area . The Undersecretary assured me that he will be in Nuoro between the end of January and the very first days of February to visit the Badu and Carros prisons and listen to the concerns of local institutions and the community in person. My request follows that formulated by the President of the Region, who has already urged Prime Minister Giorgia Meloni and the Minister of Justice, Carlo Nordio, to activate a discussion with the Government and the Ministry."
Governor Alessandra Todde also spoke at the meeting: "At the State-Regions Conference on December 18, the Government, through Undersecretary Delmastro Delle Vedove, presented a report on the reorganization of the 41 bis regime. The documents reveal a specific choice: the concentration of inmates in dedicated facilities, reducing the regions involved to five. Sardinia is one of these. From the draft minutes, which will become final on January 15," the Regional President remarked, "it appears that in Sardinia, 41 bis would be concentrated in three dedicated facilities: Nuoro, Uta, and Bancali. Not one. Three . During the same briefing, official numbers were provided. In Sardinia, 192 41 bis places are planned, destined to increase by at least 20%, up to approximately 240. These numbers were declared in an institutional setting, not journalistic hypotheses."
Again, Todde recalled, "In September I had asked Minister Nordio directly for clarification on the future of Uta and received reassurances that went in a completely different direction. Today we are faced with documents that tell a different story."
"The Sardinia Region, through Councilor Laconi, has formally expressed its opposition and called for this decision to be changed. We do not share the idea that insularity is a condemnation or a logistical shortcut. Sardinia cannot be treated as a container," the governor continued, also emphasizing that the island "is home to ten penitentiaries and 75 percent of the country's penal colonies, housing a largely non-Sardinian prison population. We have always done our part," she concluded, "but we do not accept being treated as a logistical solution for decisions made without real discussion."
Todde finally launched an appeal for unity among institutions and political forces : "On this issue, there are no divisions, no colors, and no parties: there is only one strong voice that must be heard —here, in the Regional Council, in Parliament, before the Prime Minister's Office, wherever there is the possibility and need to make it heard . But it must be the voice of all Sardinians , not of one side or the other, not of different colors. There must be no distinctions: there must be a voice of the Sardinians. This," the governor concluded, " is not a battle for Nuoro, Uta, or Bancali. It is a battle for all of Sardinia."
