A point-by-point response, asserting the correctness of the administrative procedures for the New Year's Eve concert that will bring Milanese rapper Fedez to the stage in Piazza Roma. But with a far from insignificant twist: the announcement of further investigations. In the City Council, Mayor Massimiliano Sanna defended the procedure followed for the awarding and liquidation of the event, which has come under scrutiny from the opposition.
Sanna immediately clarified that the €154,000 paid "does not constitute the agency's profit," but includes the artist's fee, "which must be guaranteed through the intermediary to secure the event date." This amount, he explained, is also linked "to the holiday season, when booking costs are higher," as well as to the initiative's reach and audience appeal.
The most delicate point concerned the DURC (certified pension fund). The mayor rejected the idea of irregularity, specifying that "the fact that the document was in the process of being issued does not constitute certification of irregularity" and recalling that "INPS's processing times often do not coincide with contractual deadlines for live events." While awaiting its release, "our offices requested a substitute declaration pursuant to Presidential Decree 445/2000, which was promptly submitted and filed." The DURC, he added, "was requested on November 27 and was issued with validity until March 27, 2026."
Hence the decision to proceed anyway: "The Administration acted according to the principle of administrative continuity to avoid the financial damage that would have resulted from canceling an event of this magnitude." On a procedural level, Sanna noted that the amount is below the EU threshold and that the legislation allows for direct awarding, "without the need for prior market research or multiple estimates," adding that the checks were conducted via the economic operator's virtual file.
The mayor's response, however, didn't definitively settle the matter. Massimiliano Daga responded by emphasizing that not everything that was done was correct: "Payment couldn't be made while the DURC (Declaration of Income Tax) was pending, and the institution's security deposit wasn't paid," he observed. The secretary general announced the launch of further investigations into the matter, reserving the right to report back to the Council at a later date.
