The war games in the Gulf of Angels worry the Sardinian deputy Francesca Ghirra (Avs). His doubts, already raised to Minister Crosetto regarding military servitudes in Sardinia and the delays in the payment of compensation for the Municipalities , do not subside in the face of the "massive activities" of the Mare Aperto exercise which "involves 9,500 soldiers from 22 nations , aimed at testing operational capabilities in the Mediterranean, with the participation of Italian universities and the involvement of many dozens of students".

The initiative – continues the deputy in a statement – «will be coordinated by the Italian Navy and will take place until May 27, will involve over one hundred ships, fighters, submarines and drones; the theater of the exercise will have Sardinia as its centre, in particular the Capo Teulada range, but will have a very large extension. This would be the largest international military exercise ever coordinated in the Mediterranean by the Italian Navy and 13 Italian universities will also be involved ."

«According to the ministry, the presence of students and teachers, in a now consolidated multi-year relationship, would highlight the constant commitment of the Navy in promoting the culture of the sea as an important element for the growth and prosperity of Italy, but – he maintains Ghirra – the involvement of universities is in contrast with article 11 of the Constitution and the promotion of the culture of peace and the amicable resolution of conflicts. Open Sea 2024 would not be configured as just any exercise but would instead be part of an immediately operational perspective, based on the needs linked to the open crises in the Mediterranean area".

Hence a new question to the Ministers of Defense and University and Research , to understand if "they consider the exercise activities described as educational for students" and to clarify "what would be the contributions for the sustainable development of Sardinia aimed at increasing scientific research, technological development, innovation, including in a dual perspective, as well as industrial and civil development programs announced".
