The acting director of Uta and Bancali also recently took on the role of manager of the General Affairs, Personnel and Training Office of the Regional Authority. This "intolerable" situation , he denounces, does not worry either the Ministry of Justice or the Department of Penitentiary Administration."

Then there is the problem of overcrowding: «In Uta 649 prisoners (32 women) for 561 places , with a capacity of 115.6%, well beyond the regulatory limit, a record of attendance further accentuated by the number of prisoners with serious problems of health and 149 foreigners". And things aren't much better in Bancali, with «468 prisoners (20 women) for 454 places , with an excess presence of 103%». Further aggravating, Bancali also lacks the commander.

«Unfortunately Sardinia – concludes Caligaris – continues to suffer from the fact of being a residual area in the Ministry's choices . An island that is subjected to colonial-style treatment where the necessary investments to make the spaces adequate for the needs of the prisoners and their social recovery are lacking."
