The issue relating to the long waiting times for the processing of procedures relating to civil disabilities was at the center of a meeting between the regional health councilor, Carlo Doria, and the regional presidents of Fand, a federation of national associations of people with disability, Pasquale Francesco Bosu, and the Anmic, national association of civil disabled people, Fabrizio Rodin.

In recent days, the latter had explained that the main problem was the new rules for medical commissions which cause blocks and postponements of visits .

«It was a constructive meeting – said Doria – and it was also an opportunity to clarify. The activity of the medical commissions falls within the Lea, the essential levels of assistance. The law indicates precise deadlines in this regard and citizens have the right to obtain answers within what is established by current legislation. The same national law regulates the functioning of medical commissions and the guidelines recently approved by the Council, and addressed to the local health authorities, do nothing but recall the rule".

«With the council's provision - underlines the councilor - we have done nothing other than follow what is regulated at a national level. The commissions must be gathered during the doctors' working hours, but this does not mean that they cannot carry out their activities outside of these hours, if this need, motivated by the lack of staff, is certified by the Local Health Authority. In this circumstance we have foreseen the remuneration with a token which we have increased from 60 to 120 euros, to which 12 euros are added for each case examined".

«We have not placed any limit – says the representative of the Solinas Council – on the possibility of the commissions meeting outside of service hours, as long as the local health authorities certify this necessity. We have not invented anything compared to what is foreseen at national level, failure to comply with this requirement would entail precise responsibilities and the intervention of the Court of Auditors. The same can be said regarding the rotation of the members of the commissions themselves which responds to a principle expressed by the anti-corruption authority".

Finally, on delays: «Unfortunately they have always been there and are largely explained by the shortcomings we fight against every day. What we observe today in the activity of the commissions are slowdowns that occur patchily across the territory. In the ASL of Sassari, where the practice has always been that envisaged in the guidelines, even before they were adopted, the situation is normal. This demonstrates that the inefficiencies certainly cannot arise from compliance with the law, the application of which is the responsibility of the local health authorities. Today we asked the associations to promptly report to us the anomalies detected, this will provide us with an additional tool to intervene in the local health authorities, better understand the reasons and intervene promptly. An invitation that was welcomed", concludes councilor Doria.
