Arrivals are increasing and places are not enough: the Prefecture of Cagliari is looking for new extraordinary reception centers to host migrants. The announcement was published on the institutional website of the territorial office of the Ministry of the Interior.

"Following the significant increase in the number of foreign citizens requesting international protection who disembark in Italian ports", reads the provision, "the urgent need to increase the reception capacity also at the provincial level has arisen". reason: "The number of places immediately available in the reception system of the province, managed by economic operators with whom agreements for reception services are already in place", writes the deputy prefect vicar Maria Antonietta Gregorio, "has revealed at the moment insufficient to guarantee the growing requests for hospitality”.

The Prefecture is therefore preparing for the arrival of foreigners who could be diverted to Sardinia after having landed on the Sicilian coast or who have entered Italy via the Balkan route.

As of 15 November, the latest official data available, 1,332 immigrants are managed on the island by the Viminale reception system: 1,081 are in the CAS (Extraordinary Reception Centres), the others in the Sia structures managed by local authorities.

The market research undertaken by the offices in Piazza Palazzo also contains a detailed economic section. We are looking for "collective centers and housing units with accommodation capacity up to 50 places".

For the housing units, the budget envisages: 24.57 euros per day for each guest (VAT excluded) and 150 euros of financing for each first entry kit, to which are added the costs of the telephone card (5 euros) and the pocket daily money (2.50 euros). The "price" for each migrant rises to 29.70 euros if a "collective center" is made available.

The reception machine is complex. The owners of the new centers will have to guarantee an information system "on the methods of identification and on the consequences of refusing to collaborate in the procedure", as well as "on the functioning of the reception system for asylum seekers and on the rules and procedures relating to the recognition of international protection ”, and “the support activity in the preparation of the documentation in support of the application for recognition of international protection” must also be ensured.

The menu for three daily meals has also been established. Breakfast, for example, must consist of a hot drink, 4 rusks, a stick of butter, two single-serving packs of jam or honey. Or, alternatively, 80 grams of biscuits.

The composition of the kit that is delivered to each future guest upon arrival is also detailed: a pair of sneakers and a pair of plastic slippers, two pairs of trousers or two skirts in wool-blend cotton, two cotton undershirts and as many shirts, a sweater, a jacket, two pajamas, four briefs, three sets of towels, 4 pairs of socks and, for women, even a bra. Appropriate clothing must also be ensured for children.

Obviously, the Prefecture requires that the buildings comply with the law. The list of new extraordinary reception centers will be known shortly: offers must be presented by the morning of 22 November.
