The Region launches the new "simplified" guidelines for the granting of contributions for each newborn, adopted or entrusted to families who reside or decide to transfer their residence in Sardinian municipalities with a population of less than 5,000 inhabitants: the Council has updated the procedures for the granting of resources introduced by the Stability Law starting from 2022 and reconfirmed with the latest financial document in May 2025.

"Starting this year, the resources for the anti-depopulation measure will be transferred to the municipalities in two equal tranches, after checking the latest Istat data on the number of children living in small towns starting from 1 January 2025 and subsequent identification of the needs for each municipality", explains the regional health councillor Armando Bartolazzi.
"We are counting heavily on this measure to stem the phenomenon of depopulation in the small towns of the island. For this reason we have decided to guarantee the disbursement of the maximum amount available for each child entitled up to the age of four: we are talking about 600 euros per month for the first child born up to the age of four and 400 for each subsequent child".
To explain the importance of the anti-depopulation measure, it is enough to analyze the numbers. In 2023, Sardinia recorded the lowest birth rate among the Italian regions: 4.9 per thousand inhabitants, against an average of 6.7. "We need to reverse this trend of decline, which is not only demographic, but also economic and social", continues Bartolazzi, "for this reason we have been very careful, together with our direction for Social Policies, to introduce mechanisms aimed at not transforming the measure into a mere welfare intervention: we will avoid this by promoting the development of active services in the municipalities subject to depopulation, with infrastructures that concretely support family policies".
The family is taken into consideration as a nucleus within a stratified, multigenerational community. "For this reason, tools will be prepared to take charge of the person for active aging, as an indispensable aid to support the permanence of the elderly in their homes, also through the provision of home automation equipment and the targeted development of interventions to benefit the person."

"This - concludes Bartolazzi - is an ambitious measure, which through the combined lever of birth rate and support for the person intends to achieve a broader territorial and social development in the internal areas of Sardinia affected by depopulation. For this reason we have decided to measure the results over the next few years, starting from the monitoring of the resident population and evaluating from time to time the changes in terms of growth of services, the economy and employment".
