The trade union claims focus on emergency management and the start of programming, for this reason people are mobilized from all over Sardinia: "There is no adequate organization of services and not even social and health planning in the area", they explain. the regional secretaries Samuele Piddiu (Cgil), Gavino Carta (Cisl) and Francesca Ticca (Uil), adding that "the management chaos affects all the structures, with a strong shortage of health workers".

The achievement of the objectives declared by the new model, once the single ASL has been set aside, “is still far away - continue the representatives -. The hospital departments and the emergency rooms are exhausted , there is a lack of intermediate care and prevention structures, there is no network, especially in support of the most fragile and needy population, there is no attention to the needs of people, from primary care of family doctors, up to hospital care ".

CGIL, CISL and UIL also underline the absence, in many areas, of the minimum level of care, assistance and prevention, the shortage of general practitioners, medical guards and pediatricians : "The result is that Sardinian citizens are denied the right to health: endless waiting lists, postponed even very urgent interventions, inaccessible public services ".

In short, Piddiu, Carta and Ticca call for a change of course by summarizing the claims and proposals in eight points: “A governance model that focuses on the integration of local health networks, investments and enhancement of services; immediate responses to the pathologies of the frail and the elderly; strengthening of structures at all levels and staff, a stabilization plan for temporary employment and use of existing rankings; a review and review table of the 2005 agreement which charged health care costs to the regional budget only; start-up of new healthcare companies with changes to the reform to implement a model rooted in the territory, release of company documents; relaunch of social assistance and non self-sufficient policies; quality and diffusion of services throughout the territory, stop waiting lists, more specialist, more prevention; verification of the health building plan and development of new structures in the area with implementation and use of funds from the NRP and all available resources ".
