The Strike Guarantee Commission has negatively assessed the general strike carried out without warning on October 3rd, including on the island, by the trade unions CGIL, USB, CUB, SGB, COBAS, CIB Unicobas, and COBAS Sardegna, following the blockade of the Gaza Strip flotilla.

In Cagliari , on the occasion of the protest and demonstration , 20,000 people took to the streets.

According to the Guarantor, the exemptions from the notice period are not applicable to this case, as the conditions of Article 2, paragraph 7, of Law 146/1990, which permits immediate strikes in essential public services only to defend the constitutional order or to protest following serious events that threaten the safety and security of workers, are not met.

For the Authority, the defense of the constitutional order is intended as a measure to protect institutions from events that threaten their functioning or very existence, while protests for the safety and security of workers cannot be invoked for events outside the workplace.

Following this assessment, the Commission imposed sanctions, in accordance with the legal parameters, on the proclaiming trade union organizations.

"The Guarantee Commission's decision to impose a general strike on October 3, 2025 , is serious, unjust, and legally unfounded," commented Maria Grazia Gabrielli, CGIL confederal secretary . She added: "It is unacceptable that striking in defense of the fundamental principles on which the Republic is founded—peace, human rights, and respect for international obligations—should be punished."
