The Municipality of Santa Teresa Gallura failed to consider any balance "between environmental protection concerns and the safety of the electrical system." This is why the Lazio Regional Administrative Court (TAR) upheld Terna's appeal against the town's administration . The municipality had blocked an intervention by the electricity giant on the Rena Bianca beach . The project involved repairing a fault (detected in December last year) on the "Sa.Co.I" power line, the cable connecting Sardinia, Corsica, and Tuscany. The Lazio Regional Administrative Court rejected the municipality's requests: a two-million-euro guarantee for the restoration of the beach and a very tight deadline for the work. Terna believes that repairs to the "Sa.Co.I" power line, specifically in the segment that crosses the Rena Bianca beach, are urgently needed and has openly spoken of "compromises for the continuity of the electrical service," namely a high risk of blackouts for Sardinia .

The Lazio Regional Administrative Court (TAR) ordered the municipality of Teresina to review Terna's application (assisted by lawyers Mario Percuoco, Professor Francesco De Leonardis, Velia Loria, and Antonio Iacono) within 20 days of the ruling's publication and to provide "analytical and detailed reasons for the decisions adopted." The judges ruled that in the event of non-compliance, the Prefect of Sassari will intervene.

The Municipality of Santa Teresa, represented by lawyer Gian Comita Ragnedda, took action to block construction on Rena Bianca beach based on advice from the Ministry of the Environment (Capo Testa Marine Area).
