The New Carabinieri Union of Sardinia also denounced the dire conditions of the Monastir first reception center, which has become a hotspot.

First and foremost, from a personnel perspective: "Despite the commendable commitment of the Department's top management, the overall organizational framework is proving to be seriously inadequate. Indeed, although the facility's change of use has been known for some time, the start of operations was not preceded by the necessary environmental remediation work."

Furthermore, "Colleagues report a profoundly unsanitary environment, with waste accumulations near operational areas, where minimum hygiene and health requirements are not guaranteed, thus impacting the well-being and professional dignity of military personnel. Operationally, the situation appears equally critical. Colleagues would be required to manage identification, surveillance, and internal flows with insufficient numbers, within unsuitable premises and lacking adequate containment systems to prevent any attempts to remove those subject to identification and temporary detention procedures ."

"We must prevent the emergency from becoming a management method and organizational responsibility from being passed onto the last operator on duty," stated Claudio Lubrano and Carlo Rosas for the Regional Secretariat of NSC Sardinia . "An inadequate logistical situation would also be compounded by the lack of clear, unambiguous, written directives regarding the limits of intervention in the event of an escape or attempted escape. It is absolutely essential to prevent operators from being left alone to decide, in the immediate aftermath of an event, between the risk to their own safety and the risk of potential legal, disciplinary, or administrative consequences. We demand immediate responses and will monitor every step of the way to protect our colleagues."

For these reasons, they conclude, the New Carabinieri Union of Sardinia urgently calls for: - an immediate discussion with the authorities responsible for managing public order in the area; - the immediate sanitation and hygiene cleanup of all operational and surrounding areas; - an increase in the number of security personnel; - the issuance of clear, legally based, written operational protocols specifying the limits of personnel's activity; - a thorough technical assessment of the suitability of the premises and containment systems. The Carabinieri of the 9th Battalion guarantee the security of the State. The State has a duty to guarantee the safety, health, and dignity of its Carabinieri. The New Carabinieri Union of Sardinia will continue to monitor the evolving situation at the Monastir Hotspot with the utmost attention, ready to protect the dignity and safety of the women and men in uniform at every opportunity.
