Luigino Sanna, brother of the man who died four years ago, was incredulous when the postman delivered that letter: "My first instinct was to send a letter to Abbanoa, explaining that my brother had now moved to the tree-lined avenue at the top of Corso Gramsci, near the cemetery. I was surprised to receive that letter, especially since the house is uninhabited and no one has access. I don't understand what consumption they recorded. What's also strange is that a municipal employee supposedly took a meter reading on December 31, 2023. I wonder how that's possible, if it's inside the courtyard and only I have the keys to the gate ."

Adding to an already difficult situation is the theft of the meter , which at this point makes it impossible to determine whether consumption actually occurred after Paolo Sanna's death. "I don't know when the theft occurred," Luigino Sanna explains. "I filed a complaint with the Carabinieri on March 29th, and there's no other tool that can measure consumption, which in any case couldn't have occurred . It's not so much the amount of the Abbanoa bill—to which must be added €22.97 for a bill for the municipality's integrated water service dating back to the first quarter of 2023, which arrived at the end of July—that bothers me, but the fact that they're asking a deceased person for unused water."

Mayor Beniamino Garau clarified the situation: "Unfortunately, it's not enough that a user's account no longer records usage due to the death of the account holder. If the cancellation is not submitted to Abbanoa, the bills will continue to be issued. The cost of a bill isn't tied exclusively to consumption; there are fixed costs that increase the amount . Furthermore, it's important to remember that when the staff members are unable to access a home to check the meter, flat-rate consumption is always taken into account ."
